The Salt Water Festival is one of the traditional festivals with a large scale and very early birth in Binh Dinh, since nearly 4 centuries ago, the festival is held at Ba pagoda, An Hoa village, Phuoc Quang commune, Tuy Phuoc district. The festival is held every year from the 1st to 3rd of the 2nd lunar month. The Saltwater Urban Festival has been recognized by the Provincial People's Committee as a provincial historical relic.

About 400 years ago, An Hoa village was a famous and bustling port of Nuoc Man. The Chinese from Guangdong, Fujian migrated to open trading streets. The Salt Water Festival was born and held at Ba Pagoda, both marking a port town in the frontier land entering a prosperous period, and showing the spirit of Vietnamese-Chinese cultural fusion when the new Dai Viet border arrived Da Bia mountain (Deo Ca - Phu Yen), and so on maintain, develop, ups and downs according to the life rhythm of this port town.

To this day, although the port town has declined, transformed into a quiet countryside, Ba Pagoda still exists, Nuoc Man festival remains as a nostalgia for a commercial port city that was once a commercial and culture center of Binh Dinh, it is a symbol of friendship with the Vietnamese who founded Ong Pagoda (Quan Thanh De Temple) and Ba Pagoda (Thien Hau Temple) to worship. Ba Pagoda is a place to worship Thien Queen, a legendary figure who often saves ships in distress. The custom of worshiping Thien Hau of the Chinese and merging with the custom of worshiping the Mother of the Vietnamese people is the soul of the Salt Water Festival. A special feature of the festival is that people here light lanterns on holidays, and every house prepares food and drink at home to be ready to welcome visitors from all over the world to the festival and consider this as the second New Year in the year. five.

Along with the silhouette of the port town, the traditional colors of Nuoc Man festival have faded a lot through many historical changes over the years. From a swampy area, the sea water rises daily by rivers and canals, which has been exploited by humans for generations and built into a bustling port town.
