Based on the goals and tasks of 2025, the Provincial People's Committee thoroughly grasps the Government's motto of action "Discipline and responsibility; proactive and timely; streamlined and effective; accelerated breakthrough" and determines the province's motto of action in 2025 as "setting an example, discipline, focus, breakthrough".

 Viewpoints and focus of direction and management

To successfully implement the goals and tasks of the 2025 socio-economic development plan according to the conclusions and directions of the Politburo, the Secretariat, the Resolution of the National Assembly, the Government, the Provincial People's Committee requires the Departments, branches, and localities in directing, operating, and managing to strive for a GRDP growth rate of the whole province in 2025 of 8.5% - 9%, contributing to creating a solid foundation to achieve a double-digit growth rate in the period 2026 - 2030. To innovate more strongly, drastically, revolutionaryly, and comprehensively in directing and operating to develop the socio-economy; to implement breakthrough solutions with the spirit of "whichever target has not been achieved must be achieved, whichever target has been achieved must be improved in quality and efficiency" to strive to achieve the highest results of the targets of the 5-year Plan 2021-2025 and the Resolution of the 20th Provincial Party Congress.

Focus on reviewing, developing and implementing key breakthrough tasks, creating room for the "transformation" of Binh Dinh province in the coming period according to the approved Provincial Planning. At the same time, continue to promptly, qualitatively and effectively implement key and consistent tasks.

Heads of agencies, units and localities must demonstrate their responsibility to set an example, play a leading role, be proactive, creative, innovative, dare to think, dare to do, dare to take responsibility; work specifically, substantially, proactively follow the grassroots; prioritize time to focus on research and innovation, propose creative ideas for socio-economic development and focus on solving bottlenecks and bottlenecks, creating conditions for people and businesses to stabilize production and business, and develop the economy.  Implement the direction and management of socio-economic development from the provincial level to the district and commune levels through a system of quantified socio-economic indicators and targets, linked and linked monthly, quarterly, 6-monthly and yearly. Direct the timely, quality and effective implementation of the Central and Provincial Directive Documents, especially the Key Work Program for 2025 and regular tasks assigned by the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee, the Provincial People's Committee, and the Chairman of the Provincial People's Committee. Continue to innovate the thinking of the government system and truly transform from the thinking of "government management" to "government service"; taking people and businesses as the center, creating favorable conditions for businesses, especially production businesses, to develop the economy within the framework of legal regulations. Pay attention to supporting and helping people to convert to new and effective production methods to strive for sustainable enrichment.

Focus, urgently review, promptly implement the Plan to arrange and streamline the political system apparatus according to the direction of the Central Committee, with the motto "Refined - Compact - Strong - Effective - Effective - Efficient". Ensure the building of a team with reasonable quantity and structure, with qualifications, qualities, and capacity to meet the requirements of the tasks of each agency, organization, and unit in the new period, in the spirit of "right person, right job"; restructure the team of cadres, civil servants, and public employees to ensure quality requirements for performing tasks in the new situation; innovate the system of clean, strong, professional government apparatus, taking people and businesses as the center of service. Coordinate leadership and direction to successfully organize party congresses at all levels, the 21st Provincial Party Congress, term 2025 - 2030, towards the 14th National Congress of the Party.  Strengthen the dissemination and strict implementation of Directive No. 35-CT/TW of the Politburo, along with the directions and instructions from the Central and the province on organizing Party Congresses at all levels, towards the 14th National Congress of the Party. Preparations for Party Congresses at all levels need to be carried out carefully and effectively, ensuring that this will be a political event of profound significance throughout the Party.

In this plan, the Provincial People's Committee has set out specific tasks and solutions in the following areas: agricultural, forestry and fishery production; industrial production; construction; trade and services; finance and budget; public investment; investment attraction; focusing on digital transformation, science and technology development, improving the quality of high-quality human resources; culture and society; government building and administrative reform; national defense - security and internal affairs.

Departments, branches, sectors, units, People's Committees of districts, towns and cities are responsible for promoting the strength of solidarity, the spirit of innovation, constantly striving to be creative, daring to think and do, the will to be self-reliant, self-reliant and the desire to rise up, joining hands and unanimity, turning all difficulties and challenges into breakthrough opportunities, with high determination, great efforts, drastic, effective, practical and comprehensive actions to complete and exceed the goals and tasks set out in the Resolution of the Provincial Party Committee, the Provincial People's Council on the socio-economic development plan for 2025, the 2025 Key Work Program of the Provincial People's Committee, other Resolutions and Plans of the Provincial Party Committee, the Provincial People's Committee and the tasks and solutions stated in this Plan; promptly handling arising issues, creating clear changes right from the beginning of the year;  be fully responsible to the Provincial People's Committee for the implementation results of their departments, branches, units and localities. In addition, departments, branches, units, People's Committees of districts, towns and cities shall base on the content of the viewpoints, key tasks and main groups of solutions in this Plan to develop and promulgate specific Programs and Action Plans of their units, report to the Provincial People's Committee in February 2025, in which clearly stipulate each objective, task, time period by month, quarter and details for each specific project and product list associated with feasible solutions, to organize implementation; assign a person responsible for directing and implementing each specific content of work; proactively handle according to authority or propose competent authorities to handle arising issues. Regularly monitor, inspect and supervise the progress and results of implementing assigned targets and tasks;  Monthly and quarterly, synthesize and evaluate the implementation of the indicators and send them to the Department of Planning and Investment before the 25th of each month for synthesis and reporting to the Provincial People's Committee.

The Provincial People's Committee will organize specialized conferences with departments, branches, sectors, units and localities to promptly handle urgent issues arising during the implementation process; organize regular monthly Provincial People's Committee conferences to assess the situation and propose measures to promote the implementation of the socio-economic development plan and the state budget for 2025. The Department of Information and Communications, Binh Dinh Radio and Television Station, Binh Dinh Newspaper and relevant agencies will proactively coordinate with departments, branches and People's Committees of districts, towns and cities to disseminate this Plan at all levels and sectors; strengthen information, propaganda and mobilization so that the business community and people in the province know, actively respond and implement./.
