Prime Minister Pham Minh Chinh inspects the expressway project, Quang Ngai - Hoai Nhon section

(binhdinh.gov.vn) - On February 9, Prime Minister Pham Minh Chinh led a Government delegation to inspect the progress of the Quang Ngai - Hoai Nhon expressway project, encouraged the construction force and continued to remove difficulties and obstacles, promoting the projects.

Attending the inspection on the side of Binh Dinh province's leaders were comrades: Ho Quoc Dung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Tu Cong Hoang, Vice Chairman of the Provincial People's Committee.

The North-South expressway project, Quang Ngai - Hoai Nhon section, has a total investment of more than VND20,400 billion, with a length of 88km, passing through the two provinces of Quang Ngai and Binh Dinh, belonging to the North-South expressway project in the East, invested by the Ministry of Transport.

Deo Ca Group (the leading contractor consortium) said that 50 construction teams are being deployed at the construction site with 3,850 personnel and 1,550 pieces of equipment. The total output to date has reached about VND7,300 billion, equivalent to 55%.

For the road category, the main roadbed embankment has reached 95%. For the bridge category, the piers of 77/77 bridges have been completed, and 50/77 bridges are installing girders and constructing bridge decks. For the tunnel category, tunnel No. 1 and tunnel No. 2 have completed the construction of both tunnel tubes, and are implementing the electromechanical and fire prevention items. Tunnel No. 3 is the largest tunnel category on the newly built North-South Expressway, and has currently dug and reinforced nearly 5,000m/6,400m of the total length of both tunnel tubes.

 To ensure the progress of the entire project route by the end of 2025 as directed by the Prime Minister, contractors have deployed 3 shifts and 4 teams. For the tunnel section alone, engineers and workers take turns working 24/24 hours without rest, working during holidays and Tet, focusing on the construction of tunnel section 3 and major bridges on the route.

During the implementation process, the project encountered many difficulties such as prolonged site clearance work (part located in Quang Ngai province), the geology of tunnel No. 3 was different from the investor's initial design documents, affecting the tunnel excavation work and material sources. The construction units have researched and applied many technical measures to shorten the construction time.

After surveying the construction site, Prime Minister Pham Minh Chinh commended the cadres, engineers, and workers for working through holidays and Tet to speed up the project's progress.  At the same time, the Deo Ca Group was welcomed for its many innovations and solutions to speed up the construction progress, including the tunneling initiative. The Prime Minister also commended and requested the two provinces of Quang Ngai and Binh Dinh to continue to pay attention, join hands with the ministries to inspect, urge and support the contractor, and not leave the contractor alone at the construction site. The goal is to put the route into operation before December 31, 2025.

Prime Minister Pham Minh Chinh emphasized that the expressway project serves the interests and development of the whole country and the provinces, so localities must join hands and coordinate with ministries and branches to implement the project. With the recommendations and proposals of contractors and construction units, the province must immediately resolve any matter under the province's authority.

Prime Minister Pham Minh Chinh requested Deo Ca Group to continue to support and guide local contractors to develop so that they can continue to participate in other projects. For contractors who do well, there must be a clear reward mechanism, and contractors who do not do well and drop out of the bid must be strictly punished.

At the inspection, Secretary of the Provincial Party Committee Ho Quoc Dung and leaders of Quang Ngai province also recommended to the Prime Minister and the Ministry of Transport to direct contractors and construction units to restore roads and infrastructure serving the construction of the expressway; open more intersections and connecting routes if convenient with the expressway, an average of about 10 km per intersection. In addition, the Government and ministries are interested in and support investment in an additional 3 km of road, synchronously connecting the coastal road between the two provinces of Binh Dinh and Quang Ngai. The Prime Minister agreed with the recommendations and proposals of the leaders of the two provinces and assigned the Ministry of Transport to coordinate with the two localities to agree on an implementation plan and balance capital sources for implementation.
