Complete the issuance of electronic identification accounts for agencies and organizations in the province before March 31, 2025

Accordingly, the Chairman of the Provincial People's Committee directed the Provincial Police, the Provincial Military Command, the Provincial Border Guard Command to deploy, direct, and thoroughly instruct units under their management authority to coordinate with the Department of Administrative Management of Social Order Police (PC06) under the Provincial Police to create accounts to submit administrative procedures online in accordance with the direction of the Ministry of Public Security in Official Dispatch No. 329/BCA-V03 dated  04/02/2025. After agencies and units have completed the account creation, 100% of administrative procedure records (without state secret elements) must be performed online on the Provincial Public Service Portal or the National Public Service Portal in accordance with regulations.

At the same time, the Chairman of the Provincial People's Committee requested the Provincial Police Department to urgently coordinate with relevant functional agencies to review, speed up the progress, and complete the issuance of electronic identification accounts to agencies and organizations in the province to promptly serve the work of submitting administrative procedure records online. Report to the Provincial People's Committee the implementation results before March 31, 2025.

 Previously, Deputy Minister of Public Security Nguyen Van Long signed Official Dispatch No. 329/BCA-V03 dated February 4, 2025, specifically stating: armed forces units shall create accounts to submit administrative procedure dossiers online in accordance with the provisions of Decree No. 69/2024/ND-CP of the Government. For dossiers containing state secrets, they must be submitted/received directly at the administrative procedure settlement agency. According to the provisions of Decree No. 69/2024/ND-CP, electronic identity information of agencies and organizations includes: Identification number of the agency or organization; Name of the agency or organization including Vietnamese name, abbreviation (if any) and foreign name (if any); Date of establishment; Head office address; Tax code (if any); Enterprise code (if any); Electronic identification code of the agency or organization (if any);  Surname, middle name and first name, personal identification number (or identification number of a foreigner) of the legal representative or head of the agency or organization performing the procedure for granting an electronic identification account to the agency or organization. In which, the identification number of the agency or organization is a unique natural number sequence established by the electronic identification and authentication system to manage the electronic identity of an agency or organization. Information of the agency or organization in the National Database of Business Registration, national databases, and other specialized databases related to electronic identity is automatically updated into the electronic identification and authentication system to create the identification number and electronic identification account of the agency or organization serving electronic identification and authentication activities.

Electronic identification accounts of agencies and organizations are used to perform administrative procedures, public administrative services in the electronic environment and other activities as needed. The order, procedures, time for issuance and activation of electronic identification accounts for agencies and organizations are specifically regulated in Articles 12, 13 and 14 of Decree No. 69/2024/ND-CP.

At the same time, Article 16 of Decree No. 69/2024/ND-CP stipulates that the Director of the Department of Administrative Police for Social Order - Ministry of Public Security has the authority to issue, lock and unlock electronic identification accounts for Vietnamese citizens, foreigners, agencies and organizations.

The Ministry of Public Security is the agency assigned by the Government to build, manage, protect and operate the electronic identification and authentication system./.
