Urgently remove obstacles, speed up the progress of eliminating temporary and dilapidated houses

(binhdinh.gov.vn) - On the afternoon of January 12, in Hanoi, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide, chaired the second meeting of the Steering Committee to assess the situation and results of the implementation of the program to eliminate temporary and dilapidated houses in 2024, and deploy tasks in 2025.

The conference was held online at 4 levels, from the online Government headquarters to more than 8,600 points in 63 provinces and centrally-run cities; districts, towns, cities and communes, wards and towns nationwide.

Results from the first meeting to date, ministries, central agencies and localities have completed 19/26 tasks under the direction of the Central Steering Committee and the Prime Minister in the past time. Ministries, central agencies and localities have focused on mobilizing resources, organizing effective implementation and achieving many practical results, in which many localities have set goals to reach the finish line earlier than the Central plan. The "For the Poor" Fund has received over 72.4 billion VND; localities have mobilized over 2.3 trillion VND to implement the program.

 According to the updated report of the Ministry of Labor, Invalids and Social Affairs, up to now, 20 provinces and cities have set a target of completing the elimination of temporary and dilapidated houses earlier than required, before and in the third quarter of 2025; 13 localities have issued decisions approving the need to eliminate temporary and dilapidated houses in the area. According to the updated results of 42 localities on the reporting software, as of January 12, 2025, 88,488 temporary and dilapidated houses have been supported, of which: 48,989 houses have been inaugurated and 35,899 new houses have been started. Specifically, housing support for people with revolutionary contributions is 5,196 houses; housing support under the two national target programs is 50,909 houses; especially housing support under the Program to launch the elimination of temporary and dilapidated houses is 28,783 houses.  Currently, the whole country still has about 230,000 temporary and dilapidated houses that need to be focused on building and repairing to complete by the end of 2025.

In Binh Dinh province, up to now, the whole province still has 2,054 poor households, near-poor households, and newly escaped-poverty households that need support to improve their housing, of which: 1,605 households are newly built; 449 households are repaired, with an estimated cost of 109.7 billion VND.

For housing for people with meritorious services, after review, Binh Dinh province still has 2,388 households of people with meritorious services and relatives of martyrs in the province with damaged and degraded houses that have not been supported, 1,126 households are newly built; 1,262 households are repaired, with an estimated cost of 105.42 billion VND.

Particularly for the housing support policy for the poor and near-poor, the support level for new construction is 60 million VND/house; repair is 30 million VND/house.  In addition, Binh Dinh province has arranged local budget resources entrusted through the provincial Social Policy Bank Branch with a loan support level of 40 million VND/household.

The province is currently implementing drastic plans and solutions to support the elimination of temporary and dilapidated houses for these subjects and is determined to complete the work in 2025.

Concluding the conference, Prime Minister Pham Minh Chinh stated that immediately after the first meeting, the Government, the Vietnam Fatherland Front and ministries, branches and localities focused on implementing the tasks and solutions set out. The Prime Minister acknowledged, highly appreciated and commended the Ministry of Labor, Invalids and Social Affairs, the Ministry of National Defense, the Ministry of Public Security, ministries, agencies and localities for proactively and actively implementing the tasks and solutions set out, contributing to the initial positive and important achievements of the Program.

 At the same time, the Prime Minister respectfully thanked the Vietnam Fatherland Front, socio-political organizations, people's organizations, agencies in the political system at all levels, the business community and people nationwide for joining hands, actively responding, and making important contributions to the overall results of the Program.

Regarding the tasks in the coming time, Prime Minister Pham Minh Chinh stated that completing the elimination of temporary and dilapidated houses is a particularly important political task that has been clearly demonstrated in the conclusions, resolutions, and directions of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister, towards celebrating major holidays in 2025, expressing gratitude to compatriots and comrades after 80 years of gaining independence and competing to achieve achievements to welcome Party Congresses at all levels, towards the 14th National Party Congress.

 The Prime Minister requested all levels, sectors and localities to strengthen information and propaganda work, create motivation and inspiration for everyone to support, share and join hands in implementing the Program with the spirit of "leaving no one behind". Strengthen inspection, supervision and urging the implementation of housing support policies for people with revolutionary contributions, poor households and near-poor households according to regulations, not allowing exploitation, profiteering, negativity and waste. For provinces and centrally-run cities, the Prime Minister requested the Head of the Provincial Steering Committee to focus on directing departments, branches, sectors, Party committees and grassroots authorities to resolutely implement the tasks and solutions set out in the Program, especially in mobilizing resources and resolving difficulties and problems. Request localities that have not yet issued a plan to implement the Program to seriously review, learn from experience, criticize, discipline and issue it immediately before January 15, 2025.  In addition, localities proactively handle and resolve difficulties and problems in the area according to their authority and promptly report to competent authorities on issues beyond their authority. Prime Minister Pham Minh Chinh affirmed that the task of completing the elimination of temporary and dilapidated houses in 2025 is a heavy but glorious task, a noble responsibility of cadres and party members, a sentiment of mutual love and affection coming from the heart, so no matter how heavy it is, it must be done, no matter how difficult or challenging it is, it must be overcome, no matter how complicated it is, it must be handled, no matter how entangled it is, it must be resolved, working with all one's heart, mind and soul with those in difficulty.  The Prime Minister requested that Ministers, Heads of sectors, Secretaries, Chairmen of People's Committees of provinces and centrally-run cities, Party committees and authorities at all levels promote a sense of responsibility towards the Party, State and people, and pay special attention to focusing on leadership and direction to successfully implement the set goal of eliminating all temporary and dilapidated houses nationwide by 2025.
