Conference on deploying socio-economic development tasks in 2025

Attending the conference were comrades in the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the Provincial Vietnam Fatherland Front Committee; leaders of the Party Building Committees of the Provincial Party Committee;  departments, branches, sectors, associations, and unions at the provincial level; leaders of districts, towns, and cities in the province; representatives of associations, and a number of enterprises in the province.

The report at the conference said that in 2024, despite continuing to face many difficulties and challenges, Party committees, authorities, localities, agencies, and units in the province have united, unified, focused on leading, directing, and operating socio-economic development tasks according to the Resolution of the Government, the Provincial Party Committee, and the Provincial People's Council and have achieved positive results. The socio-economic situation in 2024 continues to maintain growth and development momentum, achieving quite comprehensive results in most areas.  Of which, the Gross Regional Domestic Product (GRDP) increased by 7.78%, achieving the target assigned by the Provincial People's Council (7.5 - 8.0%) and ranked 26th out of 63 localities nationwide, 6th out of 14 localities in the North Central and Central Coast regions and 2nd out of 5 localities in the Central Central sub-region. The economic structure continues to shift in a positive direction, gradually reducing the proportion of agriculture, forestry and fishery and gradually increasing the proportion of industry, construction and services. Cultural, sports, education and health activities have always received investment attention from the province, facilities, human resources and service quality have been increasingly improved, meeting the enjoyment needs of the people. Social security is ensured, the lives of people in the province are basically stable and gradually improved; by the end of 2024, the poverty rate will be 1.01%, lower than the national average.  Timely direct and effectively implement national target programs; be the leading locality in eliminating temporary and dilapidated houses for poor and near-poor households in the province.

2025 is identified as the year of "acceleration", "breakthrough", deciding to complete the goals and targets of the resolution of 2025 and the entire 2020 - 2025 term of Binh Dinh province, at the same time, shaping the new development direction, creating momentum, acceleration, breakthrough, creating new development momentum for the province in the next period, joining the whole country in entering a new era of national development.

With that special significance, at the 20th session, the 13th Provincial People's Council resolved to approve 21 targets and tasks for socio-economic development in 2025; this is the target assigned by the ordinance to the Provincial People's Committee to direct and organize implementation. In which, Gross Regional Domestic Product (GRDP) increased by 7.6 - 8.5%; striving to reach over 8.5%. Industrial production index increased by 8.5 - 9.5%. Total budget revenue in the province was 17,415 billion VND (of which, domestic revenue was 16,370 billion VND). The poverty rate of the province was 0.62%, lower than the average poverty rate of the whole country; Total number of tourists reached 10 million, pure tourism revenue reached 26,000 billion VND; Attracted 100 new projects; Disbursed public investment capital reached 98% compared to the plan assigned by the Provincial People's Council...  In addition to the targets of the Provincial People's Council, the Provincial People's Committee has assigned 13 more targets to relevant departments and branches. Along with that, the Provincial People's Committee has also announced the orientation of socio-economic development targets in 2025 for the People's Committees of districts, towns and cities with 24 targets (in particular, the localities of Quy Nhon, Tuy Phuoc, An Nhon, An Lao have 23 targets). At the same time, it has organized work and contributed ideas to build the 2025 Key Work Program of departments, branches and localities, with a total of about 600 tasks.

Speaking at the Conference, Comrade Ho Quoc Dung - Member of the Party Central Committee, Provincial Party Secretary, Chairman of the Provincial People's Council assessed that in 2024, the spirit of solidarity, determination and efforts to overcome difficulties and strive of the entire political system, business community and people in the province helped the province overcome difficulties and challenges, achieving very encouraging results in socio-economic development. Important indicators in socio-economic development were all achieved and exceeded, especially the province reduced the rate of poor households to lower than the national average and was also the leading locality in the movement to eliminate temporary, simple and dilapidated houses.

 Pointing out the shortcomings and obstacles in the province's socio-economic development, the Provincial Party Secretary requested the entire political system, from the province to the grassroots level, to focus on overcoming and removing all barriers to promote economic growth, ensure social security, and strengthen national defense and security.

Regarding the tasks for 2025, Provincial Party Secretary Ho Quoc Dung emphasized that in 2025, Binh Dinh strives for the value of Gross Regional Domestic Product (GRDP) to increase by 7.6 - 8.5%, striving to reach over 8.5% so that in the period of 2026 - 2030, together with the whole country, achieving the goal of GRDP development at a double-digit level is extremely difficult, requiring high determination and great efforts from the whole province.

 Secretary of the Provincial Party Committee Ho Quoc Dung requested the leaders of the Provincial People's Committee, departments, branches and localities to continue to promote the spirit of innovation and creativity, resolutely, promptly and effectively implement key tasks and solutions for socio-economic development to exceed the set targets. Basically agreeing with the tasks and solutions set by the Provincial People's Committee, Secretary of the Provincial Party Committee Ho Quoc Dung requested that all levels of government and the entire political system focus on the top priority in 2025, which is to reorganize the apparatus. This is a revolution, it is necessary to select capable, dedicated, determined and aspirant cadres to carry out the new mission for the common good and resolutely arrange unenthusiastic, pushy and evasive cadres. The province strives to complete this work in the first quarter and early second quarter. The Provincial People's Committee must approve the project to reorganize the apparatus within departments and branches, reducing at least 15% of focal points.

Second, the Provincial People's Committee and localities proactively and actively implement well from the beginning of the year the resolutions of the Central Committee, the Provincial Party Committee, and the Provincial People's Council on socio-economic development in 2025 with specific, detailed, highly feasible programs and plans, clear resources, specific time and quantification.

Third, focus on concretizing and drastically implementing the plan to implement the Binh Dinh Provincial Planning for the period 2021 - 2030, with a vision to 2050, considering this a regular and urgent task to be done.

Secretary of the Provincial Party Committee Ho Quoc Dung also directed authorities at all levels to exploit all existing growth drivers, at the same time, unleash and create the most favorable conditions for new growth drivers to contribute to the development of the province, especially the semiconductor and artificial intelligence (AI) industries; create breakthroughs in digital transformation;  Focus on removing bottlenecks in mechanisms and policies, maximizing private resources, attracting domestic and foreign investment projects, along with the State's leading resources for socio-economic development.

All levels and sectors continue to focus on urging construction, completing procedures to deploy key projects of the province, in which priority is given to the project to upgrade Phu Cat Airport, completing the connecting traffic system, coordinating with the Ministry of Transport to prepare for the implementation of the Quy Nhon-Pleiku (Gia Lai) expressway project, the North-South high-speed railway project. In addition to economic development, it is necessary to focus on implementing social security policies, improving people's lives. In particular, an important task is to complete the program to eliminate temporary, simple, dilapidated houses for the poor, those in difficult circumstances and families with meritorious services to the country. The goal is to complete this program by mid-2025.

 Secretary of the Provincial Party Committee Ho Quoc Dung also requested the Provincial People's Committee, departments, branches and localities to focus on implementing human resource training programs to meet the needs of investors from now on. In addition, Party committees and authorities at all levels should pay attention to and prepare carefully and fully for the organization of Party Congresses at all levels, towards the 14th National Party Congress in 2025.

Speaking at the Conference, Chairman of the Provincial People's Committee Pham Anh Tuan expressed his determination that provincial authorities at all levels will make efforts and strive to focus on implementing tasks in 2025, with two major goals. That is to complete socio-economic targets, in which GRDP must grow by over 8.5%; create space and foundation for the province's socio-economic development in the 2026 - 2030 period with double-digit growth.

In particular, the task of implementing the Binh Dinh Provincial Planning for the period 2021 - 2030, with a vision to 2050, is always required by the Provincial People's Committee for departments, branches and localities to implement. Properly implementing this planning, Binh Dinh province will achieve the goals and plans for 2025 and create room for development in the following period.

Units and localities will focus on evaluating the results of implementing the targets assigned in 2024 and assigning targets in 2025. At the same time, authorities at all levels will continue to remove bottlenecks, bottlenecks, and remove difficulties for people and businesses, and must focus on doing very focused and drastic work. In particular, focusing on key projects, large projects of the province that are leading, and dynamic projects that create breakthroughs in development. Implementing projects on artificial intelligence and semiconductor chips. The province's viewpoint is to select capable investors who can quickly attract secondary investors to avoid wasting land resources. In addition, priority will be given to attracting international standard school and hospital projects to serve the needs of people and foreign investors.

Along with that, the province is interested in promoting social security work. Striving to reduce poverty below 0.6%; resolutely eliminating dilapidated houses and temporary houses for the poor and supporting housing for policy households.

Another important solution is to promote extensive digital transformation in all fields, to people and businesses; green transformation, developing circular economy, night economy... In particular, by the first quarter of 2025, Binh Dinh will support AI for all state officials and civil servants performing their duties;  focus on administrative reform in a fast and effective direction, shortening the time to handle administrative procedures.

Regarding the work of arranging and streamlining the government apparatus, the province focuses on doing a good job of information and propaganda, stabilizing ideology, arranging rationally and especially making good use of competent cadres and workers, not allowing work to be interrupted during the arrangement process and continuing to organize training for cadres and civil servants. The Provincial People's Committee will also soon reorganize the "one-stop" department at the commune level, ensuring efficiency and substance.

The head of the provincial government also requested that cadres, civil servants and workers in state agencies strictly implement regulations on public ethics.  Communes, wards and towns must seriously implement the Law on Democracy at the grassroots level to limit complaints and lawsuits; focus on practicing thrift, fighting waste, and preventing corruption according to regulations. Thoroughly handle the work of people and businesses, meet requirements and ensure legal regulations, limit the occurrence of complaints and lawsuits beyond the level. All levels and sectors continue to strengthen national defense, strengthen security, order, traffic safety, etc.
