At the 20th meeting of the 13th Provincial People's Council, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh explained and clarified the issues raised by the Provincial People's Council delegates through group discussions and voters' opinions sent to the meeting. Regarding the investment in upgrading the canal system, in 2024, the Provincial People's Committee allocated 5 billion VND for Binh Dinh Irrigation Works Exploitation Company Limited to invest in repairs, the volume of implementation has been completed. In 2025, the Provincial People's Committee requested the Company to review and calculate revenue sources, the possibility of arranging 10 billion VND, the budget is calculated to balance and support to gradually complete the irrigation canal system. Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh requested localities to proactively coordinate with Binh Dinh Irrigation Works Exploitation Company Limited, clear the irrigation canal system, organize effective and economical water use.

The Permanent Vice Chairman of the Provincial People's Committee also clarified further solutions to develop large timber forests, convert production forest areas to fruit tree planting, support programs for disadvantaged communes to build new rural areas, policies on raising free-range chickens, developing product consumption chains for farmers and urging the implementation of agricultural processing factory projects in the province...

At the closing session, Chairman of the Provincial People's Committee Pham Anh Tuan also explained and clarified further the socio-economic development results in 2024, the goals and solutions for socio-economic development in 2025.

According to Chairman of the Provincial People's Committee Pham Anh Tuan, in 2024, industrial production will grow well, and localities are determined to implement production projects to promote economic growth and create jobs.  In addition, attracting investment, especially foreign investment, has many positive signs. Another success is that social security work has been well implemented, reducing the province's poverty rate to lower than the national average.

Regarding budget revenue, the province's total revenue in 2024 will reach about VND 15,615 billion, exceeding the estimate assigned by the Provincial People's Council by 7.8% and increasing by 23.2% over the same period. Of which, domestic revenue (excluding land use fees; dividends, shared profits and remaining profits, lottery) will be about VND 7,727 billion, demonstrating the stable health of the province's economy, in the context that the province does not have large-scale projects or driving projects. That is not to mention the VND 745 billion reduction in revenue due to tax exemption and reduction policies issued by the central government...

Regarding tasks and goals, in 2025, the Provincial People's Committee sets a target of GRDP growth from 7.6% to 8.5%, striving to reach over 8.5%.  Chairman of the Provincial People's Committee Pham Anh Tuan said that this is a target that must be determined to achieve because in 2025, the Central Government set a growth target of 8%. The Provincial People's Committee will also assign targets to localities at a high level. The assignment of socio-economic targets to localities will be assigned at the "upper limit". The Provincial People's Committee will work specifically with each sector and locality, clearly identifying key tasks and work to do to grow and make breakthroughs. The Chairman of the Provincial People's Committee emphasized that, in addition to the determination to achieve high socio-economic development targets, authorities at all levels must prepare space and necessary conditions for the province to accelerate development along with the era of national development. This is a mandatory task.  The Chairman of the Provincial People's Committee also informed about major projects and works being implemented in the province, creating room for growth in the following years such as planning and forming 2 Industrial Parks in Phu My district and Hoai Nhon town, the project to upgrade Phu Cat airport, the expressway connecting Quy Nhon to Pleiku, Gia Lai province, or the offshore wind power project of PNE Group. Currently, many investors are researching and promoting the implementation of investment projects in the province, including the project to develop semiconductor technology and artificial intelligence (AI) of FPT Group, expected to be implemented in Binh Dinh province, forming Long Van technology park (Quy Nhon city).  The head of the provincial government also requested that departments, branches and localities proactively coordinate and be determined to unify in the process of implementing projects, while at the same time propagating and mobilizing people to support, all for the development and breakthrough of the province...

The People's Council delegates voted to pass 58 Resolutions by a show of hands

At the closing session, the People's Council delegates voted to pass 58 important Resolutions (including 20 legal Resolutions) in the fields of economy, culture, society and personnel work. The Resolutions passed by the Provincial People's Council at this session are of great significance, serving as a legal basis for all levels and branches to organize the implementation of the socio-economic development plan for 2025 and complete the 5-year Plan (2021 - 2025).

Speaking at the closing ceremony of the 20th session of the 13th Provincial People's Council, comrade Ho Quoc Dung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: 2025 is a year of special significance, with many important events, the year of organizing Party Congresses at all levels; the year of preparation to bring our country into a new era, "The era of the Vietnamese nation's rise"; the year of "acceleration and breakthrough" to successfully implement the Resolution of the Party Congresses at all levels for the 2020 - 2025 term, the Resolution of the 20th Provincial Party Congress; especially the year of drastic implementation of the work of arranging and streamlining the apparatus of the political system to meet the requirements and tasks in the new period according to the Resolution of the Central Committee.

In addition to the basic opportunities and advantages, the forecast of the world and domestic situation still has many complicated developments, difficulties and challenges. Therefore, according to comrade Ho Quoc Dung, the tasks in 2025 are extremely heavy, requiring all levels, sectors and localities in the province to continue to promote the spirit of solidarity, dynamism, creativity and flexibility in directing and organizing implementation to ensure the completion of the set targets and tasks of the plan. Chairman of the Provincial People's Council Ho Quoc Dung suggested that immediately after this meeting, the Provincial People's Committee and the Chairman of the Provincial People's Committee review the practical direction and operation work in the past to draw experiences, continue to innovate methods and ways of directing;  Focus on implementing well a number of key tasks:

(1) Directing the review and assessment of the results of the implementation of the Resolution of the 20th Provincial Party Congress and the Resolutions issued by the Provincial People's Council; on that basis, develop a plan to implement the Resolutions, especially the Resolution on socio-economic development in 2025 synchronously from the province to the grassroots level; thoroughly overcome the shortcomings and limitations mentioned in the report and comments of delegates at the meeting; in which, it is necessary to focus on: Promoting administrative procedure reform, improving the investment and business environment; completing the entire plan to eliminate temporary and dilapidated houses for poor households and supporting housing improvement for policy beneficiaries. Directing the comprehensive development of agricultural, forestry and fishery production; focusing on directing localities to effectively implement 03 National Target Programs.

 (2) Regarding the 2025 State budget estimate: Review and grasp revenue sources, ensure correct, sufficient and timely collection into the state budget; strengthen inspection, examination, anti-loss work and urge the collection of tax arrears. Strive to collect the 2025 State budget to reach and exceed the set plan, ensure resources to meet expenditure tasks according to the estimate and unexpected tasks arising in the spirit of: Managing State budget expenditures according to the estimate, cutting down on expenditures that are not really necessary, reserving resources for development investment; Organize the review and rearrangement of public assets, handle assets that are no longer needed in accordance with regulations; resolutely recover assets used for the wrong subjects, for the wrong purposes, exceeding standards and norms; do not waste or lose public assets.

(3) Resolutely and effectively implement digital transformation; promote research, application, and transfer of scientific and technological advances into production and life; improve the quality of education and health care. Effectively implement social security policies and policies for people with meritorious services to the country. Strengthen measures to prevent and combat crimes and promote attacks and suppression; prevent and combat fires and explosions; resolutely implement measures to control and minimize traffic accidents. (4) Direct the People's Committees of districts, towns, cities, and functional agencies of the province to review and strictly implement the opinions and recommendations stated in the monitoring reports of the Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, and the recommendations of the Standing Committee of the Provincial Vietnam Fatherland Front Committee that have existed since the beginning of the term until now and the opinions stated at this session; direct all levels and sectors to properly resolve the legitimate opinions and recommendations of voters sent to the session;  Report on the implementation results at the regular meeting of the first 6 months of 2025.

(5) Focus on directing the strict implementation of the work of arranging and organizing the apparatus of the political system, ensuring streamlining - compactness - strength - efficiency - effectiveness - efficiency, meeting the requirements of the political tasks set out in the new period according to the direction of the Central Committee, the Provincial Party Committee, and the Standing Committee of the Provincial Party Committee.

 Chairman of the Provincial People's Council Ho Quoc Dung requested the Committees of the People's Council, the People's Council Delegation Groups, and the Provincial People's Council delegates to promote the highest sense of responsibility and be proactive in supervising all levels and sectors in implementing the provisions of the law, the Resolutions issued by the Provincial People's Council and the settlement of legitimate and urgent opinions and recommendations of voters, contributing to the successful implementation of the tasks, goals, and targets for socio-economic development in 2025. The Provincial People's Council Delegation Groups coordinate with the Vietnam Fatherland Front Committees at all levels to develop a plan to meet voters to report on the results of the session and report on their activities at the session; to disseminate information about the main contents of the Resolutions passed by the Provincial People's Council at this session and mobilize voters and people to implement the Resolutions.  In addition, it is recommended that the Provincial Vietnam Fatherland Front Committee, member organizations of the Front, sectors and levels step up propaganda work to unify awareness, create consensus among the people, overcome difficulties, and promote socio-economic development of the province. At the same time, supervise sectors and levels in resolving and responding to voters' opinions and recommendations.
