The Provincial People s Committee held a meeting on key tasks and solutions for developing human resources in the semiconductor industry, artificial intelligence, and cyber security in the province

(binhdinh.gov.vn) - On the afternoon of November 26, Chairman of the Provincial People's Committee Pham Anh Tuan chaired a meeting on key tasks and solutions for developing human resources in the semiconductor industry, artificial intelligence, and cyber security in Binh Dinh province. The meeting was connected online to higher education institutions outside the province.

Attending the meeting were comrade Lam Hai Giang, Vice Chairman of the Provincial People's Committee; representatives of leaders of relevant departments and branches; representatives of leaders of universities and colleges.

At the meeting, Deputy Director of the Department of Education and Training Nguyen Dinh Hung presented the draft Project on Developing Human Resources for the Semiconductor Industry, Artificial Intelligence, and Cyber ​​Security;  Strengthening STEM education in schools and implementing digital transformation in education.

The general objective of the project is to develop high-quality human resources to meet the development needs of the semiconductor, artificial intelligence (AI), cybersecurity and information technology industries in Binh Dinh. Strengthening STEM education (Science, Technology, Engineering, Mathematics) to promote creative thinking, problem solving, and digital skills for the young generation towards gradually providing high-quality human resources to serve the development strategy of the semiconductor, artificial intelligence, and cybersecurity industries of the province. Implementing comprehensive digital transformation in education, modernizing the education system to support the learning process and developing necessary skills.

By 2030, the specific objectives of the Project on Human Resource Development for the Semiconductor, Artificial Intelligence, and Cybersecurity Industries;  Strengthening STEM education in schools and implementing digital transformation in education is training and attracting about 7,500 human resources (15% of the country) with university degrees or higher to serve the semiconductor, artificial intelligence, and information security industries. Of which, the semiconductor industry has 3,000 employees, Artificial Intelligence has 3,000 employees, and Information Security has 1,500 employees.

Along with that, training and attracting about 200 Vietnamese lecturers to teach at research institutes, higher education institutions, training support facilities, and enterprises in Binh Dinh.

Vocational training with college degrees for about 1,000 people with suitable qualifications to work in the semiconductor, AI, and ANM industries at facilities and enterprises in the province.

At the same time, the STEM education support program in high schools will be completed, oriented to the semiconductor and artificial intelligence industries.

In addition, strongly innovate the method of organizing education, making teaching and learning in the digital environment an essential, daily educational activity for every teacher and every learner. In which, 50% of students, along with 100% of students and teachers will be fully guaranteed the conditions of equipment, transmission lines and software to effectively participate in online teaching and learning activities. Form a number of online teaching and learning platforms that are domestic products used by over 50% of students. Form an online learning material warehouse of the provincial education and training sector to meet the requirements of learning materials for 50% of the general education program content. Strongly innovate the management and operation methods based on technology and data, improve the effectiveness, efficiency of management and the quality of providing support services of the State and educational institutions. In which, 100% of educational institutions will apply a management system based on data and digital technology.  100% of learners and teachers will be managed through digital records with a unified national identification. At the same time, 80% of facilities, equipment and other resources serving education, training and research will be managed through digital records. The education management information system for the entire sector will be established and operated effectively. 100% of qualified administrative procedures will be implemented throughout the process...

The draft "Project on developing human resources to serve the semiconductor industry, artificial intelligence, cyber security; Strengthening STEM education in schools and implementing digital transformation in education" outlines an implementation roadmap in 3 phases. In which, the first phase in 2025-2026 is the phase to complete the preparation work and launch the basic phase of the project.  In this phase, more than 600 human resources will be provided, phase 2 from 2027-2030, training and supplying 7,645 human resources and phase 3 is the vision to 2045. The draft project also provides solutions for implementation, regarding human resource development such as: building a program on human resource training in semiconductors, artificial intelligence, cyber security, policies to attract high-quality human resources; Strengthening STEM education according to regulations, implementing digital transformation solutions in education and promoting international cooperation

At the meeting, delegates discussed and contributed many practical ideas to develop and complete the Project on Human Resource Development to serve the semiconductor, artificial intelligence, and cyber security industries; strengthening STEM education in schools and implementing digital transformation in education.  Speaking at the meeting, Vice Chairman of the Provincial People's Committee Lam Hai Giang expressed his gratitude to educational institutions for accompanying and contributing ideas to perfect the project on developing human resources to serve the semiconductor, artificial intelligence, and cyber security industries. Comrade Lam Hai Giang emphasized that developing high-quality human resources in the field of semiconductors and artificial intelligence not only attracts investment from international corporations but is also a platform for technology transfer, improving labor quality and promoting the local economy. The Vice Chairman of the Provincial People's Committee also agreed with the proposals from educational institutions on dividing the project into two separate branches. This approach is expected to optimize training efficiency, meeting the needs of diverse and specialized human resources for high-tech industries.

Speaking at the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan said that the semiconductor, artificial intelligence, and cyber security industries are among the province's distinct directions in the coming time. According to Chairman of the Provincial People's Committee Pham Anh Tuan, the development of a human resource development project for these fields will create conditions for Binh Dinh to make a breakthrough on the new development path. In addition, the province also hopes to become a place to supply high-quality human resources for the semiconductor, artificial intelligence, and cyber security industries in the future. The Chairman of the Provincial People's Committee requested the Department of Education and Training and Quy Nhon University to receive comments from educational institutions inside and outside the province, thereby completing and soon issuing the project.  Comrade Pham Anh Tuan emphasized that in the context of the strong industrial revolution 4.0, investing in building high-quality human resources is a long-term strategy. This will be the foundation to effectively exploit the potential of the semiconductor and AI industries, thereby contributing to promoting the province's socio-economic development sustainably in the digital age.
