(binhdinh.gov.vn) - On the afternoon of November 13, Chairman of the Provincial People's Committee Pham Anh Tuan worked with two communes Bok Toi and An Duc (Hoai An district) on implementing socio-economic development targets, focusing on poverty reduction, eliminating temporary and dilapidated houses. Also attending the meeting were comrade Nguyen Thi Phong Vu, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Vietnam Fatherland Front Committee; leaders of departments, branches and leaders of Hoai An district.

In Bok Toi commune, from the beginning of the year, the People's Committee has developed a plan to implement key solutions to implement socio-economic development, national defense and security targets in 2024. After more than 10 months of 2024, out of 20 targets, the locality achieved and exceeded 17 targets, while 3 targets were not achieved, including: Conversion of crop area, building T2 village to meet new rural standards, and the rate of solid waste treated. Regarding poverty reduction, through review, there are still 135 poor and near-poor households in Bok Toi commune. In recent times, the People's Committee has coordinated with the Vietnam Fatherland Front Committee and socio-political organizations to promote the social policy credit program, support preferential credit loans;  effectively implement livelihood improvement projects from the National Target Programs; organize vocational training and job conversion based on the needs and actual conditions of the people. At the same time, through specific review, the locality still has 32 cases of temporary housing and dilapidated houses that need support to rebuild and repair houses.

In An Duc commune, according to the report of the Commune People's Committee, the locality has specified and set out the target of implementing 16 targets in socio-economic development, national defense and security. To date, 14 targets have been achieved and 2 targets have not been achieved, including: Party member development, waste collection rate at source. Through statistics and review, the multidimensional poverty rate of the commune in 2023 is 7.86%, and by the fourth quarter of 2024 it will decrease to 5.8%.  Currently, through review, the commune still has 54 cases of temporary and dilapidated houses.

After listening to the report and working directly, Chairman of the Provincial People's Committee Pham Anh Tuan requested the leaders of Bok Toi and An Duc communes, Hoai An district to mobilize and guide people to actively change the structure of crops and livestock appropriately, apply scientific and technological advances in production, develop the social economy; effectively implement support projects from the National Target Program on Socio-Economic Development for Ethnic Minorities in Mountainous Areas, build new rural areas and sustainably reduce poverty. In particular, localities need to set examples of typical economic development models, help households learn, step by step rise up to become rich, and escape poverty sustainably.

Regarding the goal of eliminating temporary and dilapidated houses for poor households and households in difficult circumstances, comrade Pham Anh Tuan suggested that localities organize a review and classify each specific case, thereby having appropriate support directions. In addition, it is necessary to pay attention to arranging resettlement land for people with difficulties and problems with residential land, but ensuring that it is consistent with the general planning of the commune; support funding for repairs and new construction for people in accordance with regulations; mobilize more social resources to help people have conditions to build new houses, striving by the end of 2025, the province will eliminate all temporary and dilapidated houses.

Chairman of the Provincial People's Committee Pham Anh Tuan especially requested the heads of commune-level authorities, civil servants and public employees to stay close to the grassroots, be close to the people, be close to the people every day, clearly understand the thoughts, feelings, and problems that the people are still facing in order to resolve them quickly, promptly and thoroughly. Leaders of each locality must identify advantages, exploit the strengths of their locality, and guide people to develop production and increase income to take care of their family life.

At the end of the working session, Chairman of the Provincial People's Committee Pham Anh Tuan and Chairwoman of the Provincial Vietnam Fatherland Front Committee Nguyen Thi Phong Vu visited and presented gifts to a number of poor households that need the State's support to eliminate temporary and dilapidated houses in 2025. The Chairman of the Provincial People's Committee reminded leaders at all levels to pay special attention to the policy of eliminating temporary and dilapidated houses in particular; the policy of residential land, housing, and production land for ethnic minorities in general. The head of the provincial government also noted that when the State has implemented this policy, people must use the land for the right purpose and must not sell or transfer it to others, in order to ensure that people have stable housing and a long-term source of livelihood, thereby creating conditions to join hands in building their homeland./.
