Provincial leaders receive and work with PNE Group
(binhdinh.gov.vn) - On the morning of October 22, at the Provincial People's Committee Office, Comrade Ho Quoc Dung, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee Pham Anh Tuan received and worked with Mr. Per Hornung Pedersen, Chairman and CEO of PNE Group (Federal Republic of Germany) on a number of issues related to the offshore wind power project in Binh Dinh province. Also attending the meeting and working session were Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang; leaders of relevant departments and branches of the province.

The Provincial Party Secretary expressed his delight that Binh Dinh province and PNE Group are determined to develop an offshore wind power project called Hon Trau in Binh Dinh province. Appreciating the potential and capacity of PNE Group in developing offshore wind power projects, comrade Ho Quoc Dung shared that the Government strongly supports the development of clean energy and renewable energy projects to fulfill Vietnam's commitments at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26).

The Provincial Party Secretary emphasized that the two sides will continue to overcome difficulties and challenges when implementing the first offshore wind power project in Vietnam; continue to work, discuss, fully evaluate the potential and feasibility of the project, agree on policy mechanisms and legal corridors to implement the project in the coming time. At the same time, he believes that PNE Group will successfully implement the project, contributing to promoting the socio-economic development of the province.

Speaking at the meeting, Mr. Per Hornung Pedersen, Chairman and CEO of PNE Group, thanked the warm welcome of the provincial leaders, and highly appreciated the potential and advantages of the province, especially the determination and vision of the provincial leaders in planning and investing in infrastructure for socio-economic development.
The Chairman of PNE Group also thanked the provincial leaders, departments, branches and localities of Binh Dinh province for supporting the group in implementing the project and said that the maximum support and determination of provincial leaders at all levels is an extremely important factor for the successful implementation of the offshore wind power project.

According to Mr. Per Hornung Pedersen, PNE Group has developed offshore wind power in 14 countries on 4 continents. For Asia, Vietnam is the first destination and Binh Dinh province is the first province in Vietnam where the group has promoted the development of an offshore wind power project named Hon Trau. The group has researched and developed this project since 2019. This is a dedicated, priority, and key project of the group and is believed to be a key, priority project of Binh Dinh province. The cooperation between the two sides in the past time has brought about very good initial results.

Mr. Per Hornung Pedersen said that PNE Group has also prepared the necessary conditions to implement the project as quickly as possible when the investment policy is granted. The Group is looking forward to and expecting progress in the policy mechanism from the Vietnamese Government regarding the granting of investment policy licenses, licensing to determine the project implementation location in Binh Dinh, avoiding overlap with other projects so that the Group can calculate the capital allocation options for implementation.
The Chairman of PNE Group emphasized that the offshore wind power project in Binh Dinh province is being promoted very strongly at the Government level and has received support from the Government of Vietnam and the Government of the Federal Republic of Germany. The Group hopes that the project will soon be approved in principle for investment to become one of the pilot projects for offshore wind power development in Vietnam as well as be selected as a pilot project in the cooperation program between the German Government and the Vietnamese Government.

In order for the project to be implemented in practice, there are still many challenges as well as opportunities. Mr. Per Hornung Pedersen hopes that the two sides will focus on discussing the development strategy of this project, thereby having visionary orientations for the two sides to cooperate closely and effectively to quickly implement the project.
Speaking at the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan discussed with the leaders of PNE Group about the orientation and strategy to continue promoting the implementation of the offshore wind power project, and the capital arrangement plan when the project is approved for investment. Mr. Per Hornung Pedersen said that PNE Group has its own orientation and believes that developing the project in Binh Dinh is the right decision and hopes that the project will be implemented soon. The group will continue to carry out related work to ensure that the project will be implemented when the decision to approve the investment policy is made.
Chairman of the Provincial People's Committee Pham Anh Tuan believes that the project implementation will face some difficulties in the near future and the two sides need to continue to commit to the project implementation. At the same time, he believes that when the project is implemented, it will contribute to providing clean energy to serve the socio-economic development of the province. The Chairman of the Provincial People's Committee also hopes that Mr. Per Hornung Pedersen and the PNE Group will continue to pay attention and introduce German investors to invest in Binh Dinh.
Previously, the PNE Group registered to research and survey the investment in the Offshore Wind Power project in Binh Dinh province with a capacity of 2,000 MW divided into 3 phases with a total investment of about 4.6 billion USD (each phase of the project invests about more than 1.5 billion USD).

It is expected that after completing and putting into operation, the project will provide about 7.1 billion kWh of electricity to the national grid each year, contributing to ensuring energy security, ensuring electricity supply for local and regional economic development, contributing an estimated annual budget revenue of about 1,600 billion VND to the province, making an important contribution to promoting socio-economic development in Binh Dinh province, creating more jobs, increasing local budget revenue and realizing the approved renewable energy development strategy until 2030. At the same time, the development of offshore wind power projects is also a highlight for tourists to visit and travel, contributing to strengthening the protection of national sovereignty and security at sea.
