Cooperation between Ho Chi Minh City and 6 provinces of the Central Coast region needs to be specific and in-depth for development
(binhdinh.gov.vn) - On the morning of October 11, in Quy Nhon City, the People's Committees of the provinces: Binh Dinh, Khanh Hoa, Binh Thuan, Ninh Thuan, Phu Yen, Quang Ngai and Ho Chi Minh City jointly organized a conference to review 1 year of implementing the socio-economic development cooperation agreement between Ho Chi Minh City and the provinces of the Central Coast region and deploy the Implementation Plan for the period 2024 - 2025. In the coming period, Ho Chi Minh City and the provinces of the Central Coast region will continue to carry out bilateral cooperation activities in many fields. These activities not only aim to promote socio-economic development in each locality but also contribute to improving competitiveness, creating momentum for sustainable growth in the entire region.

In 2023, Ho Chi Minh City and 6 provinces of the Central Coast signed a cooperation agreement on socio-economic development for the period 2023 - 2025, thereby implementing many cooperation programs, contributing to promoting socio-economic development in localities in many aspects such as: Industry and trade, tourism, agriculture, Science and Technology, education, health and trade and investment promotion and making certain contributions to the overall development of the country. At the same time, it creates a need for connection for businesses of the Central Coast provinces and businesses of Ho Chi Minh City to link and cooperate; promote public-private cooperation on the principle of mutual benefit and contribute to the development of each side.
Representing Ho Chi Minh City enterprises, Mr. Tran Thanh Danh, Sales Director of the Central region, Bach Hoa Xanh Trading Joint Stock Company, discussed and shared the content of "Needs and solutions for developing the Distribution System in the provinces of the Central Coast."
Many specific cooperation contents between localities were shaped and agreed to coordinate implementation. For example, organizing the introduction of OCOP products into distribution systems in Ho Chi Minh City; promoting to consumers in the city of more than 10 million people; gradually creating cooperative relationships in the fields of trade, goods trading, etc.
Inter-regional events such as the International Tourism Fair, Tourism Festival, Supply-Demand Connection Program between Ho Chi Minh City and the Central Coast provinces, and the Fair of "Typical Vietnamese Export Goods in 2024" have received the attention of the provinces in the region, creating connections and cooperation in developing investment, trade, and tourism.

However, the socio-economic development cooperation program between Ho Chi Minh City and the Central Coast provinces also has limitations that make cooperation less comprehensive. Specifically, the content of cooperation implementation between localities in 2023 has not covered all areas of socio-economic development. The cooperation is mainly carried out between the government and the government and has not spread to the local business community; investment linkage activities to develop production and business have not developed strongly. In addition, the work of connecting and forming production and distribution chains is still facing difficulties and challenges when some products with strengths and potential of the localities have not been able to connect and supply to the Ho Chi Minh City market.

Speaking at the conference, Chairman of the Provincial People's Committee Pham Anh Tuan acknowledged that the cooperation between Ho Chi Minh City and the Central Coast provinces has gradually helped this region progress, becoming one of the dynamic and stable development regions of the country. The business investment environment is constantly improving, the economic and social infrastructure is quite synchronous and modern, the appearance of urban and rural areas, landscapes and environments have improved a lot, making it an attractive destination for the business community and domestic and international tourists. However, the recent cooperation and development process has also shown the shortcomings and bottlenecks that bind the potential and affect the development process of the region, requiring the support of the economic locomotives of the whole country.
The Chairman of Binh Dinh Provincial People's Committee proposed that Ho Chi Minh City People's Committee pay attention to coordinating and supporting the Central Coast Region in 5 issues to improve the quality and effectiveness of cooperation and linkage. In particular, in the period of 2024 - 2025, continue to strengthen the exchange of experiences and technology transfer; focusing on the strengths of Ho Chi Minh City, such as: information technology, digital economy, services, building logistics systems for localities. Pay attention to introducing large enterprises of Ho Chi Minh City to invest in the provinces of the Central Coast, creating a driving force for the government to accompany enterprises in bilateral and multilateral cooperation with the provinces. Create a favorable environment for startups from the Central Coast region to participate in startup support programs in Ho Chi Minh City. At the conference, representatives of businesses, investors and experts from Ho Chi Minh City and the provinces of the Central Coast region had many comments, shares and feasible recommendations so that localities have more basis to summarize and supplement the policies and orientations for cooperation in socio-economic development of each province in particular and the whole region in general in the coming time.

“Providing advice” to promote the development of cooperation in Ho Chi Minh City and the provinces in the region, Dr. Tran Du Lich, member of the National Financial and Monetary Policy Advisory Council, recommends that 6 provinces need to focus on industrial development to lead economic development. In particular, the focus is on investing in renewable energy and clean energy to lay the foundation for building green industry. This is a prerequisite for attracting foreign investment in high-tech industry, semiconductor industry, and microchip industry. In addition, 6 provinces calculate and form a continuous economic zone through connecting coastal traffic axes. Localities in the region must work together to "connect" coastal roads as soon as possible to create development momentum. Because this is the highlight and also the strategic route of the provinces to develop tourism, urban space, and coastal economy of the provinces. For tourism, this is an area with a lot of potential for sea and island tourism, eco-tourism, but must shift from tourism in each province to tours connecting the whole region. Regarding trade and investment promotion, Dr. Tran Du Lich said that localities must work together to implement international-scale investment promotion events, select typical projects to promote abroad, ensure that each project introduced internationally must be clear, transparent and have specific commitments.

Mr. Dao My hopes that the leaders of Ho Chi Minh City and the 6 provinces must innovate the way of implementing the contents of the signed cooperation program. Each province, city, and each sector must monitor and evaluate what has been done and what has not been done to have solutions to overcome and produce specific products. According to the cooperation program, every year, Ho Chi Minh City and the 6 provinces should choose specific contents and tasks, build a specific roadmap for effective implementation.

In his concluding speech at the conference, Standing Vice Chairman of Ho Chi Minh City People's Committee Duong Ngoc Hai said that in order to continue to effectively implement the cooperation agreement, Ho Chi Minh City requested local leaders to continue to pay attention and unanimously direct local agencies and units to strengthen coordination with departments, branches and units of Ho Chi Minh City to focus on implementing the Cooperation Program for the period 2024 - 2025. With 11 regional events and 11 bilateral cooperation contents, the coming time will focus on key areas such as: Promoting investment, trade and tourism promotion activities; supporting the connection of supply and demand for goods consumption between localities, boosting exports; linking the development of the tourism sector; supporting the development of the health sector; develop the education and training sector. At the same time, Ho Chi Minh City requested local leaders to pay attention to creating conditions and promptly removing difficulties and obstacles for businesses in the city and provinces in the region.
