The 13th Provincial People's Council, term 2021-2026, held the 18th Session (Special Session)
(binhdinh.gov.vn) - On September 27, at the Provincial Conference Center, the 13th Provincial People's Council, term 2021-2026, held the 18th Session (11th Special Session) to review and decide on a number of important contents within its authority. Comrades: Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Doan Van Phi - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Huynh Thuy Van - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, chaired the session.
The meeting was also attended by comrades in the Provincial Party Committee Standing Committee, leaders of the Provincial People's Committee, the Vietnam Fatherland Front Committee of the province, departments, branches and leaders of localities.

In his opening speech, Chairman of the Provincial People's Council Ho Quoc Dung said that the 18th session (11th thematic session) of the 13th Provincial People's Council was held to promptly remove difficulties and obstacles in the direction and administration of the Provincial People's Committee, promote socio-economic development of the province, and strive to complete the goals and tasks set out in the Resolution of the Provincial People's Council in 2024.

At this thematic session, at the request of the Provincial People's Committee, the Provincial People's Council considered, discussed, commented and decided on the following contents: Adjusting and supplementing the medium-term public investment plan for the period 2021 - 2025; Adjust and supplement the public investment plan for 2024; approve the investment policy and adjust and supplement the investment policy for a number of group B public investment projects; give opinions on the medium-term public investment plan for the period 2026 - 2030; policy to change the purpose of forest use to other purposes; issue a policy to support funding for purchasing and installing equipment to monitor the journey of fishing boats of Binh Dinh fishermen with a length of 12m to less than 15m that regularly travel to fishing grounds in the southern provinces, in order to effectively combat illegal IUU fishing; plan to allocate public funds to implement national target programs and adjust public funds to implement the national target program on sustainable poverty reduction in the province in 2024 and a number of other important contents.

Immediately after the opening procedures of the meeting, authorized by the Chairman of the Provincial People's Committee, the leaders of the departments and branches took turns presenting the reports and draft Resolutions to be submitted at this thematic meeting.
Mr. Le Hoang Nghi - Director of the Department of Planning and Investment reported on the presentation of the Proposal and draft Resolution on adjusting and supplementing the medium-term public investment plan for the period 2021 - 2025.
Participating in the discussion at the hall on the Proposals and draft Resolutions submitted at the session, the delegates of the Provincial People's Council raised a number of opinions related to the Proposal and draft Resolution on the policy of supporting funding for purchasing and installing equipment for monitoring the journey on fishing vessels with a length of 12m to less than 15m operating in squid fishing, regularly moving to fishing grounds in the southern provinces for fishermen in Binh Dinh province. Delegates were concerned about the fact that the draft Resolution only mentioned support for squid fishing vessels, fishing vessels with a length of 12m to less than 15m, the issue of equipment management after support and suggested that there should be a longer-term policy.

Responding to and clarifying some opinions mentioned by delegates of the Provincial People's Council, Mr. Tran Van Phuc, Director of the Department of Agriculture and Rural Development, said: the situation of fishing vessels in Binh Dinh province violating IUU is still complicated. Since the beginning of the year, the whole province has had 10 fishing vessels violating foreign waters, mainly the group of vessels with a length of 12m to less than 15m. According to regulations, this group of vessels is not required to install voyage monitoring equipment, the vessels mainly engage in squid fishing, operating in fishing grounds in the southern provinces every year and not returning to their localities. The fact that fishing vessels violate foreign waters affects the efforts of all levels and sectors in their determination to remove the yellow card of the European Commission. According to Mr. Tran Van Phuc, the whole province has 218 fishing vessels with a length of 12m to 15m departing from the southern provinces, mainly concentrated in Ba Ria - Vung Tau province. To date, 148 vessels have installed voyage monitoring equipment. The issuance of a policy to support the installation of voyage monitoring equipment for this group of fishing vessels will help manage the group of vessels at risk of violating IUU better.

Regarding the policy of supporting the installation of voyage monitoring equipment for fishing vessels with lengths from 12m to under 15m, Vice Chairman of the Provincial People's Committee Lam Hai Giang shared that in the past time, Binh Dinh province has mobilized the entire political system to fight against illegal, unreported and unregulated (IUU) fishing. However, the number of fishing vessels violating foreign waters is still complicated. Therefore, supporting the installation of voyage monitoring equipment for this group of vessels is an immediate solution for better management and supervision. In the long term, Binh Dinh province has also proposed and recommended to the Central Government to issue mechanisms and policies for sustainable fisheries development.
Vice Chairman of Lam Hai Giang Provincial People's Committee also explained and clarified the opinions of the Provincial People's Council delegates regarding the Proposal to approve the contents of adjusting the provincial budget's regular expenditure estimates in 2024; extending the time for arranging capital to implement projects, adjusting investment policies and supplementing the public investment capital plan for a number of works and projects using the 2024 budget. According to Vice Chairman of Lam Hai Giang Provincial People's Committee, these are new investment projects, projects that have been invested but have arising needs that need to be supplemented to ensure the effectiveness of the works and projects after completion. The projects are carefully reviewed by the province's specialized agencies in coordination with investors. The Provincial People's Committee also balances the public investment capital plan for the whole period, ensuring the capital source to implement these projects.
Delegates unanimously approved 28 Resolutions of the session
Immediately after the discussion, explanation, and clarification of the reports and draft resolutions submitted at the 18th session, the Provincial People's Council delegates voted with 100% of delegates unanimously approving 28 Resolutions of the session. This is the legal basis for the Provincial People's Committee, all levels, and sectors to organize, direct, operate, and propose solutions and measures to carry out the socio-economic development tasks of the province in 2024 and the following years.

In his closing speech, comrade Ho Quoc Dung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, said that the 18th session of the 13th Provincial People's Council took place at a time when all levels and sectors in the province were concentrating their efforts and determination to strive to complete the goals and targets of 2024 and the Resolution of the 20th Provincial Party Congress, the 5-year Socio-Economic Development Plan for the period 2021 - 2025.
Chairman of the Provincial People's Council Ho Quoc Dung requested the Provincial People's Committee to direct departments, sectors and localities in the province to urgently organize the implementation of the Resolutions of the Provincial People's Council, ensuring the procedures in accordance with current laws. At the same time, direct the review of the targets and tasks set forth by the Resolution of the 20th Provincial Party Congress, especially the 5-year socio-economic development plan with the highest spirit and determination to successfully implement the Resolutions.
To effectively implement these contents, Comrade Ho Quoc Dung requested the leaders of the Provincial People's Committee to be proactive and creative in directing and operating; propose solutions that are close to the actual situation in the locality, associated with strengthening the inspection of the implementation of all levels and sectors, promptly adjusting shortcomings in the implementation process. In the immediate future, the Provincial People's Committee focuses on directing the removal of difficulties for businesses and people, promoting production development; promoting site clearance and project implementation progress; directing the effective implementation of the 3 National Target Programs; strengthening budget collection; auction of land use rights... At the same time, direct the review of flood and storm prevention plans, search and rescue, proactively develop plans to deal with unusual and dangerous weather developments, minimize possible damage, ensure the safety of people's lives and property during the storm season.
The Chairman of the Provincial People's Council requested the Standing Committee of the Provincial People's Council, the People's Council committees, the delegations and the Provincial People's Council delegates to enhance their roles and responsibilities, strengthen the supervision of the implementation of resolutions; promptly detect shortcomings in the implementation process to propose and recommend solutions to all levels and sectors; propose the Provincial People's Council to adjust, amend and supplement the Resolutions to suit reality, so that the Resolutions can truly come into life.
Propose that the Provincial Vietnam Fatherland Front Committee and its member organizations strengthen coordination with the People's Committees at all levels to effectively carry out mass mobilization work, grasp the people's thoughts and aspirations, increase direct meetings with the people to propagate and mobilize the people to effectively implement the policies and guidelines of the Party and the State.
In order to well prepare the content to be submitted to the regular meeting at the end of 2024, Chairman of the Provincial People's Council Ho Quoc Dung also requested the Provincial People's Committee to review and promptly register the content to be submitted to the meeting before October 15, 2024, especially to well prepare draft Resolutions specifying the Housing Law, Land Law, Road Law, Government Decrees... to be submitted to the nearest meeting to synchronously implement state management work in the province.../.
