The 4th Congress of Ethnic Minorities in Binh Dinh Province - 2024

(binhdinh.gov.vn) - On the morning of September 26, at the Provincial Conference Center, the Provincial People's Committee solemnly held the 4th Congress of Ethnic Minorities in Binh Dinh Province - 2024 with the theme "Ethnic groups unite, innovate, promote advantages, potentials, integrate and develop sustainably". Attending the congress were 250 official delegates representing more than 47,700 people of 39 ethnic minorities living in Binh Dinh province.

Attending the congress on the Central side was comrade Y Thong, Deputy Minister, Vice Chairman of the Ethnic Committee. On the provincial leadership side were comrades: Ho Quoc Dung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Kim Toan, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Pham Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee;  Nguyen Thi Phong Vu, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairwoman of the Provincial Vietnam Fatherland Front Committee; comrades in the Provincial Party Committee's Standing Committee, the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, departments, branches and localities.

In his opening speech at the congress, Chairman of the Provincial People's Committee Pham Anh Tuan affirmed: Ethnic issues, ethnic work and national solidarity have a particularly important strategic position for the overall development of the country. Therefore, in recent years, our Party and State have always been consistent and issued many policies and guidelines to firmly consolidate the great national unity bloc, pay attention to supporting and creating conditions for socio-economic development in ethnic minority and mountainous areas.

With the theme "Ethnic groups unite, innovate, promote advantages, potentials, integrate and develop sustainably", the 4th Congress of Ethnic Minorities of Binh Dinh Province - 2024, summarizes and evaluates the situation and results of ethnic work, ethnic policies and patriotic emulation movements in ethnic minority areas; honors, commends and rewards outstanding collectives and individuals; at the same time, continues to affirm the consistent policy of our Party and State on ethnic issues and great national unity. In addition, the Congress is also a forum for exchange, discussion, creating consensus and strengthening the firm belief of ethnic groups in the leadership of the Party and State, arousing national pride, self-reliance, determination to unite together to build and defend the Fatherland.

Chairman of the Provincial People's Committee Pham Anh Tuan requested delegates to uphold their sense of responsibility, promote democracy, participate in contributing many valid opinions, contributing to continuing to effectively carry out ethnic work, building and consolidating the great national unity bloc, creating a vibrant competitive atmosphere to successfully implement the goals and tasks of socio-economic development, national security and defense, Party building and the political system in the province in the coming time. To once again affirm and be proud of the tradition of solidarity and unity of the Party Committee, Government and people of all ethnic groups in the province.

Comrade Dinh Van Lung, Head of the Provincial Ethnic Minorities Committee, presented the Political Report of the 4th Congress of Ethnic Minorities of Binh Dinh Province - 2024.

The Political Report presented at the Congress stated that Binh Dinh Province has 39 ethnic minorities living there, accounting for about 3% of the province's population (mainly the 3 ethnic groups Cham, Bana, H're). With the attention of the Party and State, along with solidarity, efforts to compete and strive to rise up, ethnic minorities in the province have effectively implemented the programs, projects, and policies of the Central Government and the province on socio-economic development in ethnic minority areas and have achieved many important achievements in various fields.  Infrastructure for transport, irrigation, electricity, schools, healthcare, cultural houses, etc. have been invested in and completed to ensure good service for the production and living needs of the people. The material and spiritual life of the people has been constantly improved, the poverty rate of ethnic minority households in the province has decreased by an average of 4.76%/year, exceeding the plan by 1.5% - 2%/year and 2 districts have escaped poverty, namely Van Canh and Vinh Thanh. The appearance of ethnic minority areas has changed fundamentally, especially in remote, isolated and extremely disadvantaged areas. From 2019 to present, Binh Dinh province has mobilized 1,172 billion VND from capital sources to implement National Target Programs and other programs and projects of the Central and local governments, investing in the construction of 604 works in ethnic minority areas. Up to now, communes in ethnic minority and mountainous areas have basically completed essential infrastructure works.  Thanks to that, up to now, more than 90% of the rice area is irrigated by irrigation systems, 100% of communes have concrete or asphalt roads to the commune center; the rate of schools meeting standards is over 62%; 100% of communes and towns have medical stations; 100% of ethnic minority households use hygienic water for daily life.

Traditional culture of ethnic minorities continues to be preserved and promoted; medical work and health care for ethnic minorities are increasingly concerned; national defense, political security and social order and safety in ethnic minority areas are maintained and stabilized.

At the congress, delegates presented papers on the results of implementing tasks and socio-economic development goals in ethnic minority and mountainous areas; experiences in promoting the spirit of self-reliance, strengthening the great solidarity bloc, developing livelihoods, improving the material and spiritual life of ethnic minorities in the province.

In his speech directing the congress, Comrade Y Thong, Deputy Minister, Vice Chairman of the Ethnic Committee, requested that the Party Committee, government, army and people of ethnic minorities in Binh Dinh province continue to strongly affirm the great contributions and proud achievements in the past 5 years to increase confidence in the innovation cause of the Party and their localities, and to be determined to strive for higher and greater achievements in the next 5 years.

Highly agreeing with the goals and groups of tasks and solutions to implement ethnic work and ethnic policies in Binh Dinh province in the period of 2024-2029, Deputy Minister, Vice Chairman of the Ethnic Committee Y Thong highlighted 6 key tasks that need to be implemented in the coming period. In particular, he requested the Party Committee and the government to continue to innovate thinking, act decisively, with the highest political determination, promote the potential and advantages of Binh Dinh province, focus resources on investment in socio-economic development, promote hunger eradication and poverty reduction, build new rural areas, improve the material and spiritual life of ethnic minorities, effectively implement 3 national target programs, especially the national target program on socio-economic development of ethnic minority and mountainous areas in the period of 2021-2030 in the province.

Speaking at the congress, Comrade Ho Quoc Dung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, congratulated and praised the efforts and achievements that the Party Committee, government and ethnic minorities in the province have achieved in the past time.

 The Provincial Party Secretary emphasized: We are not only happy with the changes in the mountainous ethnic minority areas, with electricity, roads, schools, stations, and spacious houses, but also witness the changes in the thinking and working style of ethnic minorities through emulation movements for economic development and sustainable poverty reduction... From these movements, many ethnic minority households have emerged who are good at production, many village elders and village chiefs have become centers of ethnic solidarity, actively participating in building the government and building cultural life at the grassroots level.

Comrade Ho Quoc Dung also pointed out the shortcomings, limitations, difficulties and challenges in the socio-economic development of the ethnic minority and mountainous areas of the province such as: The economic structure has shifted slowly and is not sustainable;  The level of agricultural and forestry production is still quite backward, slow to apply scientific and technological advances, not commensurate with the potential strengths of the locality; small-scale handicraft production and traditional occupations are still small-scale and develop slowly; although infrastructure has been strengthened, its synchronization is not high;  The poverty rate in ethnic minority areas is still high compared to the provincial average...

In order to promote advantages, overcome difficulties and obstacles, focus on promoting socio-economic development in ethnic minority and mountainous areas, gradually narrowing the gap in socio-economic development with the lowlands, Secretary of the Provincial Party Committee Ho Quoc Dung requested to continue to promote propaganda and dissemination of the Party's guidelines and policies and the State's laws on ethnic affairs and ethnic policies, especially the National Target Program on socio-economic development in ethnic minority and mountainous areas. Promote the precious tradition of solidarity of ethnic groups in production and life;  widely launch patriotic emulation movements associated with "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle", mobilizing ethnic minorities to actively participate in implementing socio-economic development programs and projects, vocational training programs, applying new techniques to production and cultivation; sustainably reduce poverty, strive to escape poverty, narrow the gap between regions, localities and ethnic groups in the province; continue to comprehensively develop cultural and social fields, focusing on improving the quality of education and health care for people in ethnic minority and mountainous areas. Mobilize people to preserve and promote the good traditional cultural values ​​of their people, and eliminate backward customs.

At the congress, the Ethnic Committee presented Certificates of Merit from the Minister and Chairman of the Ethnic Committee to 1 collective and 5 individuals; and presented the "For the cause of national development" Medal to 5 individuals of Binh Dinh province. The 4th Congress of Ethnic Minorities of Binh Dinh Province - 2024 approved the Resolution Letter, identifying the goals, directions, and solutions for implementing socio-economic development programs for ethnic minority mountainous areas of the province in the period of 2024-2029. The Resolution Letter clearly stated: ethnic minorities in the province continue to promote the tradition of solidarity and patriotism, overcome all difficulties and challenges, stand side by side with people in the whole province and the whole country to preserve their identity and cultural beauty and are determined to build Binh Dinh province to be more and more prosperous./.
