Meeting on administrative procedure reform and resolving difficulties and problems of ministries, branches and localities in the first 9 months of 2024
(binhdinh.gov.vn) - On the afternoon of October 11, the Government Office held an online meeting with 10 localities on administrative procedure reform and resolving difficulties and problems of localities in the first 9 months of 2024. Comrade Tran Van Son - Member of the Party Central Committee, Minister, Head of the Government Office chaired the meeting.
The meeting was held in person and online with leaders of the Ministries: Planning and Investment, Agriculture and Rural Development, Natural Resources and Environment, Home Affairs, Labor, Invalids and Social Affairs and People's Committees of the provinces: Quang Ninh, Bac Ninh, Ca Mau, Dien Bien, Thua Thien Hue, Hai Duong, Quang Nam, Binh Dinh, Nghe An, Ha Giang.

According to the Report at the meeting, regarding the reform of administrative procedure regulations, in the first 9 months of 2024, the work of assessing the impact of administrative procedures and appraising administrative procedure regulations has been basically implemented by localities in accordance with regulations. Localities have also focused on reducing and simplifying internal administrative procedures. However, all 10 localities have not yet fully announced internal administrative procedures after the Government Office issued Document No. 5990/VPCP-KSTT dated August 22, 2024 for reference and implementation.
Regarding the reform of administrative procedure implementation and the implementation of the one-stop mechanism, localities have issued Decisions to announce the list of administrative procedures and publicize them on the National Database of Administrative Procedures. As of October 2024, the number of administrative procedures publicized on the National Database of Administrative Procedures of localities is as follows: Bac Ninh 1,744 administrative procedures; Binh Dinh 1845 administrative procedures; Ca Mau 1855 administrative procedures; Dien Bien 1768 administrative procedures; Ha Giang 1940 administrative procedures; Hai Duong 1797 administrative procedures; Nghe An 1752 administrative procedures; Quang Binh 1826 administrative procedures; Quang Nam 1839 administrative procedures; Thua Thien Hue 1901 administrative procedures.
The highest rate of timely announcement and disclosure of administrative procedures of localities is: Ca Mau reached 71.1%, Binh Dinh reached 58.85%, Thua Thien Hue reached 56.41%. The highest rate of timely announcement of administrative procedures of localities is: Binh Dinh reached: 75.03%, Ca Mau reached 72.03%, Thua Thien Hue reached 68.55%.
The localities have merged the Public Service Portal and the Electronic One-Stop Information System into the Information System for Handling Administrative Procedures; At the same time, connect with the National Public Service Portal, the National Population Database and a number of other information systems. However, up to now, the Local Administrative Procedures Information System has only connected 7/80 (8.8%) of the CSLD, the centralized public service information system under the management of ministries and branches. At the meeting, leaders of ministries and localities focused on discussing the outstanding results as well as difficulties and obstacles in administrative procedure reform in recent times. At the same time, recommendations related to the use of the National Public Service Portal, the Index of serving people and businesses; the National Database of Administrative Procedures; the System for handling feedback and recommendations on the National Public Service Portal, etc.
Vice Chairman of Lam Hai Giang Provincial People's Committee proposed and recommended a number of contents at the meeting.
At the meeting, the Vice Chairman of Lam Hai Giang Provincial People's Committee presented the difficulties and obstacles, and at the same time, proposed and recommended a number of contents including: requesting the Government Office to study and propose authorizing localities to pilot the reduction of some unnecessary components of administrative procedure records, then summarize and draw lessons, instead of just proposing to ministries and branches as at present. Regarding the connection of provincial databases with specialized databases of ministries and branches, there are still many difficulties, there needs to be general direction, how to achieve the highest convenience. Upgrading infrastructure, improving features and functions of the National Public Service Portal to ensure a simplified, fast, smooth, time-saving work processing process, creating maximum convenience for users (including civil servants, public employees of State agencies and people, businesses), especially for the current main shortcomings and limitations such as: technical errors leading to failure to complete online file boxes, slow processing speed, difficulty in performing online payment functions... At the same time, preside over and coordinate with relevant ministries and branches to unify the connection model and synchronize records between the Provincial Administrative Procedure Processing Information System with specialized software and the National Public Service Portal. Regarding the implementation of innovation in the implementation of the one-stop, one-stop mechanism, the province hopes that the Ministry of Information and Communications will soon issue unit prices and economic and technical norms so that localities have a basis for implementation.

Speaking at the meeting, Minister and Head of the Government Office Tran Van Son highly appreciated the results achieved by 10 localities in administrative procedure reform in the first 9 months of 2024. At the same time, he acknowledged and highly appreciated the opinions and recommendations of the localities. Regarding the tasks in the coming time, Minister and Head of the Government Office Tran Van Son directed ministries and localities to resolutely implement the key tasks on administrative procedure reform assigned by the Government and the Prime Minister in 2024. Regarding the reform of administrative procedure regulations, localities must do a good job of assessing the impact of administrative procedure regulations (note that only regulations permitted under the provisions of the Law on Promulgation of Legal Documents are issued), ensuring that they are truly necessary, reasonable, legal and cost-saving for society.
Regarding the review and simplification of internal administrative procedures, localities urgently publicize all internal administrative procedures between the Provincial People's Committee and ministries and central agencies, between the Provincial People's Committee and departments, branches, and district People's Committees; correctly identify the scope and authority to issue for review and simplification, ensuring the goal of reducing and simplifying 20% of internal administrative procedures and 20% of compliance costs set forth in Decision No. 1085/QD-TTg dated September 15, 2022 of the Prime Minister. Focus on thoroughly reviewing and restructuring processes, reducing and simplifying administrative procedures based on electronic connectivity and data reuse to build and provide online public services and online payments in accordance with the Prime Minister's regulations in Decision No. 31/2021/QD-TTg and the guidance of the Government Office in Circular No. 01/2023/TT-VPCP, ensuring that the targets set out in Resolution No. 01/NQ-CP of the Government are met. Strictly organize the reception, handling and removal of difficulties and obstacles regarding regulations and administrative procedures. Organize inspections, verifications and clarifications of acts of harassment and difficulties in handling administrative procedures as reflected by the media and by people and businesses; strictly handle relevant organizations and individuals in accordance with the Party's regulations and the State's laws.
