Accordingly, the Chairman of the Provincial People's Committee and the working delegation inspected the site and worked with investors and construction units on the implementation, progress and quality of a number of social housing and apartment complex projects, including: Social housing apartment complex in Area C of the North Ha Thanh River Urban-Commercial Area (Dai Phu Gia Urban Area); Social housing area in Area 1, Dong Da Ward, Quy Nhon City; Ecohome Nhon Binh; Binh Dinh Provincial Trade Union Institutional Area; Long Van Social Housing Area; Van Phat Social Housing Area; Phu Tai Loc Social Housing Apartment Complex; Nhon Phu 2 Social Housing Project;  Tan Dai Minh 2 Social Housing Project (Lamer 2); Social Housing Project - Hoang Van Thu Apartment (extension); Phu My - Quy Nhon Social Housing Project (SIMONA HOME); Tran Binh Trong Apartment Project; Hang Hai Binh Dinh Social Housing Project; High-rise apartment buildings CH-01 and CH-02 of Hung Thinh Residential Area Project.

At the projects, Chairman of the Provincial People's Committee Pham Anh Tuan requested investors to agree on the view that the construction of apartments in social housing projects must ensure that all households live in solid, standard houses with convenient spaces to serve their lives and activities.  “Building social housing and creating conditions for all households to have housing is a major policy of the Party and the State. In recent times, the Government and ministries have regularly issued documents directing and urging the implementation of this policy. The highest goal is to have more social housing, solving the housing needs of low-income people. In recent years, the Provincial Party Committee and the Provincial People's Committee have issued policies, plans, surveyed the needs and implemented the construction of social housing in the province. Including social housing projects that have been, are being and are about to be implemented in the province. The construction of housing for people must be decent and of high quality, from structure to appearance, interior, and function. Even if it is social housing" - Comrade Pham Anh Tuan emphasized.

 Chairman of the Provincial People's Committee Pham Anh Tuan requested the Department of Construction, departments, branches, localities, and investors to have positive changes in the management and investment of social housing projects; focus resources, speed up the implementation of projects; promptly remove difficulties and obstacles, and soon put social housing projects into use, contributing to the completion of the province's social housing development plan and the target according to the Government's Project on investment in building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030. In particular, the Chairman of the Provincial People's Committee requested that the selling price of social housing in projects in the province must be below 12 million VND/m2.

The Department of Construction monitors, urges, and supports investors of social housing projects to promptly deploy investment, complete and put into use, ensuring the completion of the target of 1,400 social housing apartments completed in 2024 according to the Resolution of the Provincial People's Council; Organize inspection, review, and specific classification of social housing projects behind schedule; identify specific reasons and causes of delay; base on current legal regulations and propose solutions to handle and resolve according to regulations.

The Chairman of the Provincial People's Committee requested that social housing investors must be determined and focus resources to implement social housing projects approved by competent authorities, promptly meet the housing needs of people, increase the value of industrial production - construction, develop the socio-economy in the province, contribute to urban renovation and beautification... In particular, it is necessary to pay attention to the quality and progress of the project, especially ensuring the area, apartment functions, and the level of enjoyment of public spaces equivalent to commercial housing. For social housing projects that have been completed and put into use, investors calculate the appropriate service costs for people.

Regarding the capital difficulties raised by investors, the province thoroughly grasps the principle that investors must be proactive in capital sources, the Provincial People's Committee will work with commercial banks, pay attention to supporting and creating conditions for investors to access loan capital.

According to the report of investors, the Social Housing Apartment Project in Area C of the Urban - Commercial Area North of Ha Thanh River (Dai Phu Gia Urban Area) has an area of ​​nearly 11 hectares, a scale of 342 apartments with a selling price of nearly 13 million VND/m2 and a rental price of nearly 90,000 VND/m2/month. Up to now, the project has completed the construction of the body up to the 3rd floor for the apartment block;  Completed the construction of the rough part and completed 80% of the finishing volume for the adjacent block and completed 90% of the construction for the technical infrastructure items of the project.

The Social Housing Project is located in Area 1, Dong Da Ward, Quy Nhon City, with an area of ​​over 1.87 hectares, with a total of 310 apartments. Currently, the feasibility study report on construction investment is being completed for appraisal and construction licensing.

The Ecohome Nhon Binh Social Housing Project has an area of ​​over 4.6 hectares, with a total of 1,473 apartments. Up to now, 452 apartments have been sold and the project completion items are continuing to be constructed.

The Housing Project under the planning of the Trade Union Institutional Area of ​​Binh Dinh Province at CC-09 Area in Long Van Urban Area, Tran Quang Dieu Ward, Quy Nhon City has an area of ​​over 3.76 hectares, with a project scale of 1,498 apartments. Up to now, 200 apartments have been sold. Some items are continuing to be implemented, such as the apartment building area, which has completed the construction, reaching the 13th floor. Currently, the technical infrastructure construction is 80-95%. The plan is to accept and hand over the CT1 Building (378 apartments) for use in December 2024.

The Long Van Social Housing Project in Long Van Urban Area, Tran Quang Dieu Ward, Quy Nhon City, has an area of ​​over 2 hectares. A total of 838 apartments. Up to now, the adjustment of the detailed construction planning at a scale of 1/500 has been completed... and is implementing the steps of preparing design documents, fire prevention and fighting, environmental impact assessment... to start construction of the project.

Van Phat Social Housing Project in Tran Quang Dieu Ward and Bui Thi Xuan Ward, Quy Nhon City, has an area of ​​over 4.3 hectares, with a scale of 749 apartments. Up to now, the project has been allocated land and granted a certificate of land use rights, house ownership rights and other assets attached to the land; granted a construction permit for the technical infrastructure item and has started construction; submitted for appraisal the feasibility study report on construction investment for the apartment building item.

The Phu Tai Loc Social Housing Apartment Building Project in Group 5, Area 7, Tran Quang Dieu Ward, Quy Nhon City has an area of ​​over 0.47 hectares, with a scale of 237 apartments.  Up to now, the project has approved detailed planning, geological and topographic surveys, approved construction clearance height, water supply, drainage, power supply connections, approved traffic connections; has been allocated land and granted certificates of land use rights, house ownership rights and other assets attached to the land; is completing environmental licensing procedures, preparing and submitting for appraisal the investment construction feasibility study report, fire prevention and fighting.  

Chairman of the Provincial People's Committee Pham Anh Tuan listened to the construction unit report on the construction progress of the Tran Binh Trong Apartment project, and said that the project will be completed and the houses will be handed over to the people by the second quarter of 2026.

The Nhon Phu 2 Social Housing Project, Nhon Phu Ward, Quy Nhon City was approved for investment by the Provincial People's Committee in 2023. The area is more than 3.8 hectares, with a scale of 714 apartments. The investor strives to complete and put into use 357 apartments in 2025.

The Tan Dai Minh 2 Social Housing Project (Lamer 2) at Group 47, Area 5, Quang Trung Ward, Quy Nhon City has an area of ​​more than 1.3 hectares, with 851 apartments. To date, 475 apartments have been sold.  Apartments and auxiliary works, technical infrastructure completed over 80% of the work volume. The plan is to accept and hand over Block C2 (301 apartments) and Block D (289 apartments) by the end of 2024. In 2025, the Company has a written registration to complete Block C1 (261 apartments).

The Binh Dinh Maritime Social Housing Project has a scale of 0.5 hectares, 24 floors, 530 apartments. Up to now, the investor has signed an investment fund, surveyed geology, terrain, constructed and tested test piles for the project; has been allocated land and granted a certificate of land use rights, house ownership rights and other assets attached to the land;  approving the master plan; adjusting the investment policy; implementing procedures for applying for an environmental license; preparing the construction site; preparing a feasibility study report for construction investment, submitting for appraisal and applying for a construction license.

Tran Binh Trong Apartment Project at 145A Tran Hung Dao Street, Quy Nhon City.  The project has a total floor area of ​​nearly 86,000 m2 with 29 floors above ground, 753 apartments. The project started construction in 2022 and to date, the Apartment Building has completed the construction of bored piles, diaphragm walls, basements B2 and B1. The unit is focusing on the construction of the first floor (ground floor) with a completion schedule of November 2024...../.
