Training on the application of BIM in construction investment activities in the province
(binhdinh.gov.vn) - On the morning of November 26, at the Provincial Conference Center, the Department of Construction organized a training conference on the application of building information modeling (BIM) in construction investment activities in Binh Dinh province. Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang emphasized that BIM is a process of creating and using digital models for the entire life cycle of a project, from the design, construction, to operation, maintenance and dismantling stages of the project. Applying BIM in the design process aims to improve the quality of design products; enhance the process of information exchange between state management agencies, investors, consulting organizations, construction contractors; during the construction process to support the development of construction organization plans, organization and management of resources during the construction process, construction quality control; during the acceptance and handover of works to support the acceptance process, serving the management and operation phase of construction works.
For state management agencies, BIM is a tool to support the implementation of state management tasks (appraising feasibility study reports, construction design implemented after basic design; granting construction permits; construction management; checking acceptance work...)
The benefits obtained after applying BIM have been summarized and evaluated by the Ministry of Construction as follows: reducing 12% of project construction costs; shortening 17%-22% of project preparation time; shortening 15-35% of the design implementation time after the basic design, reducing the need for modifications due to design non-conformity; shortening the construction time by 12-15% compared to the approved schedule.
In the world, BIM has been strongly applied by many developed countries, typically: the United States (50% of projects); the United Kingdom (100% of public investment projects); Singapore (100% of public investment projects); ... In Vietnam, the Prime Minister issued Decision No. 258/QD-TTg dated March 17, 2023 approving the Roadmap for applying BIM in construction activities. Accordingly, from 2025, BIM will be mandatory for level II works or higher of new construction investment projects using public investment capital, foreign capital invested in public investment and investment under the public-private partnership method to begin carrying out project preparation work.

In order to promote the digital transformation of the construction industry; deploy the application of BIM in construction activities in the province, pioneer in the field of digital transformation, strive to complete the application of BIM in the province earlier than the time specified in the roadmap approved by the Prime Minister, the Provincial People's Committee directed the Department of Construction to organize a training conference on the application of BIM in construction investment activities in the province.
At the conference, delegates were provided with basic information and knowledge about BIM; BIM implementation process; contents to be implemented when establishing BIM tasks, planning BIM implementation; BIM dossier submission milestones and submission contents... Thereby, creating a premise for state management agencies, investors, relevant organizations and individuals to continue researching and promoting the application of BIM in construction activities carried out by their agencies and units. After the conference, the Provincial People's Committee will organize the development and promulgation of a specific plan for implementation, in order to concretize Decision No. 258/QD-TTg dated March 17, 2023 of the Prime Minister, bringing BIM into application for construction works in the province./.
