Opening of the 20th Session of the 13th Provincial People's Council

 Attending the opening session of the meeting were comrades: Le Kim Toan - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; former provincial leaders; leaders of the Provincial People's Committee, Vietnam Fatherland Front Committee; departments, branches, sectors, unions of the province, central agencies located in the area, permanent representatives of the People's Councils of 11 districts, towns and cities.

According to the meeting agenda, at this meeting, the Provincial People's Council will review, discuss and approve reports on the direction and administration of the Provincial People's Committee and the socio-economic situation in 2024, the direction and tasks in 2025 and reports on the results of work, inspection and supervision of the Standing Committee of the Provincial People's Council, the Provincial People's Council Committees and a number of other reports of the Provincial People's Committee and sectors submitted to the meeting according to regulations.  Listen to the announcement of the Provincial Vietnam Fatherland Front Committee on participating in government building in the last 6 months of 2024 and some recommendations for the session. Review and decide on draft resolutions in areas under its authority. Implement the procedure for terminating the duties of Provincial People's Council delegates; dismiss and elect additional members of the Provincial People's Committee for the 2021 - 2026 term. Conduct questions and answers from the Chairman of the Provincial People's Committee and heads of a number of relevant departments and branches.

In his opening speech, Comrade Ho Quoc Dung, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, said that the 20th Session, which took place over 3 days (December 10-12, 2024), had a large amount of content, with 90 reports, 58 submissions and a draft Resolution prepared by relevant agencies. The contents that the Provincial People's Council considered and decided at this session are very important for the socio-economic development of the province in 2025 and the entire period of 2021 - 2025. The objective and comprehensive review and assessment of the socio-economic development situation, ensuring national defense and security in 2024;  Deciding on the goals, tasks and solutions for socio-economic development in 2025 is an extremely important content of this session.

Therefore, Chairman of the Provincial People's Council Ho Quoc Dung requested the Provincial People's Council delegates to focus on discussing the achievements, limitations, shortcomings, causes and goals and tasks set for 2025;  On that basis, propose solutions to focus on leadership and direction to remove bottlenecks, difficulties, and obstacles, successfully organize the implementation of the socio-economic development plan, ensure national defense and security in 2025, and complete the 5-year socio-economic development plan 2021 - 2025.

In addition, in order to promptly concretize the Party's guidelines and policies, the State's legal policies, and meet the requirements of socio-economic development in the locality, the session will consider draft resolutions, especially resolutions on policy mechanisms in areas such as: Approval of the 1/5000 scale master plan for construction of Phu My Industrial Park, Phu My district; the policy of establishing An Nhon city in the province;  vaccine support mechanism for livestock farmers to vaccinate and support the prevention and control of animal diseases in the province; policies to support the construction of new houses and repair of houses for poor and near-poor households in the province until 2025; Project to purchase specialized machinery and equipment in the medical field for public hospitals at the provincial level; regulations on prices of medical examination and treatment services for state-owned medical examination and treatment facilities under the management of the province; regulations on additional support levels for people who are worshiping martyrs in poor and near-poor households in the province and many other important contents. Chairman of the Provincial People's Council Ho Quoc Dung requested that the Provincial People's Council delegates, through supervision and from the practical implementation of the Provincial People's Council resolutions in localities and workplaces in the past time..., focus on contributing comprehensive and specific opinions on each content, ensuring that the resolutions after being approved by the Provincial People's Council come into life and promote effectiveness;  avoid the situation where the resolution is passed but not implemented, and must be amended and supplemented many times

Regarding accountability, Comrade Ho Quoc Dung requested the Chairman of the Provincial People's Committee, Vice Chairmen of the Provincial People's Committee, heads of relevant departments, branches and sectors, according to their responsibilities, to clarify the contents presented at the session and the issues that the Provincial People's Council delegates are interested in in an open-minded manner, without avoidance, demonstrating the spirit of "daring to take responsibility", making commitments, solutions, and specific implementation time, creating new changes in the direction and administration of the Provincial People's Committee, contributing to the successful implementation of the socio-economic development task in 2025.

For the Provincial People's Council delegates, Comrade Chairman of the Provincial People's Council Ho Quoc Dung requested that they uphold their sense of responsibility before voters and people, focus on discussions, actively participate in speaking, especially speaking at the Hall in the spirit of "I say what I say  What, what contribution to the session" so that through live radio and television, voters can monitor and see the full responsibility of the representative they elected.

Immediately after the opening procedure of the session, Chairman of the Provincial People's Committee Pham Anh Tuan reported on the direction and administration of the Provincial People's Committee and the socio-economic situation in 2024, and the direction and tasks for 2025. Accordingly, in 2024, the Provincial People's Committee focused on directing and directing resolutely, aiming to effectively implement key goals and tasks. Breakthrough solutions were implemented synchronously, contributing to promoting socio-economic development, ensuring social security, while maintaining national defense, security and social order and safety.  With the motto of action "Setting an example, discipline, focus, breakthrough", the province continues to maintain stability, sustainable development, and achieve many comprehensive achievements in all fields.

Chairman of the Provincial People's Committee Pham Anh Tuan said that in 2024, the Gross Regional Domestic Product (GRDP) increased by 7.78% (the plan for 2024 is to increase by 7.5-8%); ranked 26/63 localities nationwide, 6/14 localities in the North Central and Central Coast regions and 2/5 localities in the Central Central sub-region. The economic structure continues to shift in a positive direction, in 2024, the agriculture, forestry and fishery sector will gradually decrease, and the industry - construction and service sectors will gradually increase compared to 2023. The province's GRDP scale will rank 25/63 localities nationwide, 5/14 localities in the North Central and Central Coast regions and 3/5 localities in the Central Central sub-region.

In the opening session this morning, Chairwoman of the Provincial Vietnam Fatherland Front Committee Nguyen Thi Phong Vu also presented the announcement of the Provincial Vietnam Fatherland Front Committee on participating in government building in the last 6 months of 2024 and some recommendations for the 20th session of the 13th Provincial People's Council. Vice Chairwoman of the Provincial People's Council Huynh Thuy Van presented a summary of the Report on monitoring the results of handling voters' opinions and recommendations before and after the 17th session of the Provincial People's Council.

On behalf of the Chairman of the Provincial People's Committee, leaders of the Departments of Finance, Planning and Investment, Natural Resources and Environment, Agriculture and Rural Development, Construction, Health, Labor - Invalids and Social Affairs, and the Provincial Economic Zone Management Board presented reports, Reports and draft resolutions submitted at the meeting. Leaders of the Economic - Budget and Culture - Society Committees of the Provincial People's Council presented reports on the examination of reports, reports and draft resolutions under the functions of the Committee.
