(binhdinh.gov.vn) - On the afternoon of December 5, Chairman of the Provincial People's Committee Pham Anh Tuan and Vice Chairmen of the Provincial People's Committee Nguyen Tuan Thanh, Lam Hai Giang, and Nguyen Tu Cong Hoang chaired a direct and online conference to assess the socio-economic situation in 2024 and deploy tasks for 2025. The report at the conference said that the province's economic situation in 2024 continued to grow and develop well. The growth rate of the total value of local products (GRDP) is estimated to reach 7.78% in 2024 (the assigned target is 7.5 - 8%). Ranked 26/63 localities nationwide; ranked 6/14 localities in the North Central and Central Coast regions; ranked 2/5 localities in the Central Central sub-region.
Up to now, of the 21 targets assigned by the Provincial People's Council, 20 targets have been achieved and exceeded, 1 target has not been achieved, which is the target of the growth rate of total social development investment capital. Of the 11 targets assigned by the Provincial People's Committee, 10 targets have met the plan; 1 target has not been achieved, which is attracting new projects. The province assigned 100 projects, but after review, there were about 80 projects.
For 11 districts, towns and cities, only 2 localities have achieved 17/17 socio-economic development targets, including Hoai Nhon town and Tay Son district. However, basically, all localities have achieved and exceeded important economic targets.
Industrial production is a bright spot in the economic picture in 2024, the Industrial Production Index (IIP) is estimated to increase by 10% over the same period (the plan for 2024 is to increase by 7 - 7.7%). The total state budget revenue in the province is estimated at 15,615 billion VND, exceeding 7.8% of the estimate assigned by the Provincial People's Council and increasing by 23.2% compared to 2023. Disbursement of public investment capital continues to be urged and accelerated. Binh Dinh is always in the top 10 provinces and cities with the highest disbursement in the country. The value of disbursed public investment capital managed by the province up to November 26, 2024 is 6,951.6 billion VND, reaching 88.38% of the capital plan assigned by the Prime Minister. Notably, trade, services and tourism activities are taking place vigorously, meeting the consumption needs of people and tourists. It is estimated that in 2024, Binh Dinh tourism industry will welcome 9.2 million visitors, exceeding 67% of the annual plan; tourism revenue is estimated at VND 25,500 billion, exceeding 37.8% of the annual plan.
Activities in the cultural and social fields, especially ensuring social security and poverty reduction, have achieved results. Government activities at all levels are guaranteed, administrative reform is improved. National defense and security are consolidated, social order and safety are maintained.
In 2025, Binh Dinh province strives for a GRDP growth rate of 7.6 - 8.5%, and strives to achieve a high level of this target to ensure that the GRDP growth target for the 5 years (2020-2025) of the province will reach over 7% according to the Resolution of the 20th Provincial Party Congress. In addition to the targets assigned by the Provincial People's Council, in 2025, the Provincial People's Committee added 2 new targets to sectors and localities, which are the target of reducing the rate of newly arising land-related complaints to 70% and the target of resolving the number of complaints under its jurisdiction to 85%. Thereby, the total number of targets assigned by the Provincial People's Committee is 13.
At the conference, delegates focused on discussing solutions to overcome existing problems and difficulties, and proposed solutions to continue promoting growth in the industry, sector and locality in 2025 and the following years.

Speaking at the conference, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh requested departments and branches to summarize and evaluate the tasks and targets of 2024, and deploy tasks for 2025, focusing on striving to complete the highest level of the targets and tasks set out in the Resolution of the 20th Provincial Party Congress, especially the targets that are forecast to be unachievable and difficult to achieve. In the immediate future, focus on implementing solutions for the 2024-2025 Winter-Spring crop production to achieve results in adverse weather conditions, forecasted water shortages, organizing livestock re-herding to serve consumption during Tet and Spring festivals; supporting agricultural product consumption for farmers.
In the industrial sector, pay attention to building wastewater treatment plants in industrial clusters, which currently have many shortcomings; strengthen the management of mineral resources and environmental protection. Localities implement urban and regional planning to attract investment. At the same time, carry out site clearance for infrastructure projects, key industrial parks that are oriented for investment implementation. Concluding the conference, Chairman of the Provincial People's Committee Pham Anh Tuan shared that the socio-economic development process in 2024 has many emotional levels, from difficulties in the first months of the year to stability and growth and reaching the target of GRDP increasing by 7.78% in 2024. The socio-economic development results of the province demonstrate the consensus, efforts and determination of the entire political system, businesses and people in the province. This result also creates momentum and room for development for 2025.
Notably, the total state budget revenue in the province is estimated at 15,615 billion VND, the revenue minus land use fees and one-time land fee collection is 7,727 billion VND, which is also high compared to previous years. The total budget revenue realized helps the province calculate and balance the investment expenditure, regular budget expenditure and social security expenditure.
Another encouraging result is that national defense and security, social order and safety are maintained; social security is well implemented, ensuring the lives of the poor and disadvantaged. Investment attraction has many positive signals when many domestic and foreign enterprises and investors are interested in learning about and promoting investment in the province.
Chairman of the Provincial People's Committee Pham Anh Tuan also pointed out the limitations in implementing the socio-economic development tasks in 2024, which is that the coordination between departments, branches and localities is still slow, there is a situation of avoidance and fear of responsibility. Some areas of management are not strict. Some departments, branches and localities are not really determined, lacking the determination to make breakthroughs. Besides, some targets that have not been achieved also need to be learned from to implement in the coming year.
Regarding the tasks in 2025, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized that Binh Dinh is determined to achieve a GRDP growth rate of 7.6-8.5%, but strives to achieve over 8.5%. When assigning targets for 2025, it must be assigned at a low level of 8.5%. Localities must also strive to achieve a high level when operating.
The Chairman of the Provincial People's Committee also noted that the process of reviewing and assigning targets to departments, branches and localities must quantify each target specifically and will implement the assignment of targets and production plans to state-owned enterprises managed by the province. And to achieve high growth results, each sector, field and locality must start working right from the beginning of the year. Through the implementation results, the province will evaluate the completion of tasks at the district level and the district will evaluate the commune level.
Second, local departments and branches must prepare and propose tasks to create breakthroughs and transformations for the province in the next 10 years according to the approved provincial planning.
