The ninth meeting of the Government's Steering Committee for Administrative Reform

(binhdinh.gov.vn) - On the afternoon of January 15, in Hanoi, Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Government's Steering Committee for Administrative Reform (CCHC), chaired the 9th meeting of the Government's Steering Committee for Administrative Reform on assessing the results of administrative reform implementation in 2024, and the direction and tasks of administrative reform in 2025. The meeting was connected online to 63 provinces and cities nationwide.

 In 2024, with the attention and close and drastic direction of the Government and the Prime Minister, along with the strong participation of ministries, branches, localities, people and businesses, the review and handling of difficulties and problems in administrative reform have been actively implemented, contributing to promoting administrative reform and improving the business environment. Institutional reform and administrative procedure reform continue to receive attention. The Government and the Prime Minister have spent time listening to and meeting with people and the business community to direct research and handling of feedback and recommendations on mechanisms, policies and administrative procedures. Since the beginning of 2024, the Government has organized 11 thematic meetings on law-making, thereby promptly directing, orienting, removing difficulties and problems in law-making, promptly directing ministries and agencies to speed up progress and ensure quality.  The Government has submitted to the National Assembly for approval 29 laws, an increase of 13 laws compared to 2023; ministries and branches have advised and submitted to the Government for promulgation 182 decrees, an increase of 90 decrees compared to 2023 and issued under their authority 496 circulars, equivalent to the number of circulars issued in 2023; Provincial People's Councils and People's Committees have issued 4,462 legal documents, an increase of 1,035 legal documents compared to 2023; District People's Councils and People's Committees have issued 1,547 legal documents, a decrease of 551 legal documents compared to 2023, thereby continuing to perfect the institutions of the administrative system, promptly adapting and effectively adjusting socio-economic relations.  During the year, 05 ministries and agencies submitted to the Prime Minister for approval the Plan to reduce and simplify 125 business regulations (QDKD) in 47 legal documents; 13 ministries and agencies have reduced and simplified 420 QDKD in 36 legal documents, bringing the total number of QDKD cut and simplified by ministries and agencies from 2021 to present to 3,195 QDKD in 281 legal documents out of a total of 15,763 QDKD, reaching 20.2% and exceeding the minimum target set for the entire period of 2020 - 2025. The arrangement, consolidation of the organizational apparatus and completion of regulations on job positions at agencies and organizations in the political system, and reform of salary policies continue to have clear changes, achieving positive results. Discipline and administrative discipline are strengthened.  Specifically, the results of the reorganization of the state administrative apparatus at all levels in 63 provinces and cities have continued to reduce 12 branches, departments and equivalents of specialized agencies under the provincial People's Committee; reduced 29 departments and equivalents under the district People's Committee; accumulated to date, 13 Departments and equivalents, 2,613 departments and equivalents at the local level have been reduced. The results of the implementation of streamlining the payroll of civil servants and public employees of ministries, branches and localities according to the provisions of the Government's Decrees are a total of 16,149 people (of which ministries and branches are 217 people, localities are 15,932 people).

In addition, the work of building and developing e-Government and digital Government continues to be directed by the Government and the Prime Minister to ministries, branches and localities to implement synchronously and drastically.

In Binh Dinh, the highlight of administrative reform work in 2024 is the effective implementation of the mechanism of assigning public postal enterprises to undertake the task of guiding, receiving, digitizing records and returning results of administrative procedure settlement at the Provincial Public Administration Service Center and the District One-Stop Department. In addition, the province has also innovated in the work of propagating administrative reform, promoting public service inspection/examination activities, and has conducted thematic inspection/examination of public service activities for 81 agencies, units and localities

Concluding the meeting, Deputy Prime Minister Nguyen Hoa Binh emphasized that in 2025, heads of ministries, branches and localities need to continue to promote their roles and enhance their responsibilities in leading and directing the implementation of administrative reform tasks; strengthen the work of urging, monitoring, evaluating, inspecting, examining and disseminating information on administrative reform. Focus on prioritizing resources to accelerate the implementation of tasks and solutions to remove difficulties and obstacles for people and businesses, creating conditions to promote socio-economic development; Synchronously deploy the task of summarizing the implementation of Resolution No. 18, focusing on implementing plans to rearrange the organization of state administrative agencies to ensure urgency so as not to interrupt or miss work.  In institutional reform, it is necessary to drastically remove bottlenecks, focusing on institutions that are hindering growth; innovate thinking in law-making, while encouraging creativity, liberating all productive forces, and unlocking all resources for development. Urgently review and complete the amendment and supplementation of detailed regulations to effectively implement new Laws. Promote reform and simplification of administrative procedures right from the stage of drafting legal documents, review and propose the abolition of unnecessary, unfeasible, unclear, difficult-to-determine, and impractical administrative procedures and business conditions that are barriers to production and business activities; strengthen decentralization in handling administrative procedures, reducing administrative procedure compliance costs for people and businesses.  Deputy Prime Minister Nguyen Hoa Binh also noted that in 2025, administrative reform work also needs to focus on developing information technology infrastructure, digital infrastructure, national and specialized database systems, ensuring connection, synchronous, unified and smooth data sharing between agencies and localities to serve data analysis and processing, supporting data-based direction and administration to improve the effectiveness and efficiency of state management./.
