Implementing a number of key tasks in state management of youth

(binhdinh.gov.vn) - In Document No. 1115/UBND-NC dated February 14, 2025, the Chairman of the Provincial People's Committee gave instructions on the implementation of Official Dispatch No. 555/BNV-CTTN dated January 22, 2025 of the Ministry of Home Affairs on guiding the implementation of a number of key tasks in state management of youth in 2025.

The Chairman of the Provincial People's Committee requested departments, branches, sectors, People's Committees of districts, towns, and cities (hereinafter referred to as agencies, units, and localities) to continue to disseminate and implement policies and laws for youth according to the provisions of the Youth Law, Decree No. 13/2021/ND-CP dated  March 1, 20211, Decree No. 17/2021/ND-CP dated March 9, 20212, Decree No. 28/2024/ND-CP dated March 6, 2024, Circular No. 02/2024/TT-BNV dated June 12, 2024 of the Minister of Home Affairs stipulating measures to implement Decree No. 28/2024/ND-CP dated March 6, 2024 of the Government, Decision No. 5298/QD-UBND dated December 25, 2020 of the Provincial People's Committee promulgating the Plan to implement the Youth Law in the province and other relevant documents.  In addition, integrate policies, laws, targets and goals for youth development in the development of programs, plans and projects of agencies, units and localities in 2025.

Agencies, units and localities develop Plans and organize dialogues with youth in accordance with the provisions of Decree No. 13/2021/ND-CP dated March 1, 2021 of the Government.

To implement the Youth Development Program in 2025, agencies, units and localities shall base on the Plan of the Provincial People's Committee on the implementation of the Youth Development Program in 2025 to issue appropriate Implementation Plans at agencies, units and localities;  At the same time, review the implementation of the tasks, goals and targets assigned in Decision No. 3067/QD-UBND dated September 21, 2022 of the Provincial People's Committee promulgating the Youth Development Program of Binh Dinh Province from now until 2030 to ensure the set progress. After receiving guidance from the Ministry of Home Affairs, summarize 5 years of implementing the Youth Development Program of Binh Dinh Province for the period 2021-2025. Agencies, units and localities organize a summary and report the results after 2 years of implementing Regulation No. 06/QC-UBND-TĐTN dated September 25, 2023 between the Provincial People's Committee and the Executive Committee of the Ho Chi Minh Communist Youth Union of the province for the period 2023 - 2027 to the Provincial People's Committee (through the Provincial Youth Union) in September 2025 to synthesize, evaluate and propose solutions to effectively implement the set tasks;  organize a summary in 2027.

Regarding the settlement of regimes and policies for youth volunteers, agencies, units and localities review and guide subjects to prepare dossiers to propose settlement of regimes and policies for youth volunteers at the grassroots level in the South who participated in the resistance war in the period of 1965-1975 as prescribed in Decree No. 112/2017/ND-CP dated October 6, 2017 of the Government; regimes for youth volunteers who have completed their tasks in the resistance war as prescribed in Decision No. 40/2011/QD-TTg dated July 27, 2011 of the Prime Minister and Circulars guiding implementation;  Prepare a dossier to propose the awarding and posthumous awarding of the "Glorious Youth Volunteer Medal" according to the provisions of Decree No. 28/2024/ND-CP dated March 6, 2024 of the Government and Circular No. 02/2024/TT-BNV dated June 12, 2024 of the Minister of Home Affairs.

Regarding the arrangement and recruitment of members of the Project 500 Young Intellectuals, the Chairman of the Provincial People's Committee requested the People's Committee of Van Canh district to implement the plan to arrange and recruit members of the Project 500 Young Intellectuals to volunteer in communes to participate in rural and mountainous development in the period of 2013-2020 after completing the task to ensure progress according to Resolution No. 136/NQ-CP and Official Dispatch No. 7179/UBND-NC dated November 11, 2021 of the Provincial People's Committee to implement Resolution No. 136/NQ-CP of the Government. Agencies, units and localities should strengthen the inspection of the implementation of state management tasks on youth to raise awareness and responsibility of Party committees and authorities at all levels in deploying and implementing policies and laws on youth.  Organize training on awarding and posthumously awarding the Glorious Youth Volunteer Medal to civil servants who work in emulation and commendation at district and commune levels and members of the Association (Contact Board) of Former Youth Volunteers at all levels to guide the subjects who are youth volunteers and their relatives to prepare dossiers in accordance with current regulations. Organize professional training for civil servants performing state management tasks on youth and activities to equip young people with international integration skills, raising young people's awareness of the foreign affairs work of the Party and State./.
