21st Session (Special Session), Provincial People's Council, term XIII
(binhdinh.gov.vn) - On the morning of February 18, at the Provincial Conference Center, the Provincial People's Council, term XIII, term 2021 - 2026, held its 21st session (13th special session in the term) with the participation of 51/53 delegates of the Provincial People's Council to consider and decide on a number of important contents according to its authority.
Comrades Ho Quoc Dung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Vice Chairmen of the Provincial People's Council Doan Van Phi, Huynh Thuy Van chaired the session.
The meeting was attended by Chairman of the Provincial People's Committee Pham Anh Tuan, Permanent Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh, Chairwoman of the Provincial Vietnam Fatherland Front Committee Nguyen Thi Phong Vu, comrades in the Provincial Party Committee Standing Committee, leaders of departments, branches and localities in the province.

Speaking at the opening of the session, Chairman of the Provincial People's Council Ho Quoc Dung said: In order to promptly implement the direction of the Central Party Committee, the National Assembly, and the Government on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently, and important and urgent contents as requested by the Provincial People's Committee; the Standing Committee of the Provincial People's Council decided to convene a thematic session to review the Proposals of the Provincial People's Committee and the Standing Committee of the Provincial People's Council on reorganizing and streamlining the apparatus of specialized agencies under the Provincial People's Committee and the Provincial People's Council Committee; implementing the personnel work process according to its authority.
At the same time, at this session, the Provincial People's Council will listen to the Provincial People's Committee's report on additional results of implementing socio-economic targets and disbursing public investment capital in 2024; report and submit the contents on: Adjusting and supplementing the state budget estimate in 2024; Adjusting and supplementing the medium-term public investment plan for the period 2021 - 2025; adjusting and supplementing the public investment plan for 2025; the policy of converting forest use to other purposes; approving the Urban Architecture Management Regulations of My Chanh, Phu My District, Vinh Thanh Town, Vinh Thanh District, Binh Dinh Province and a number of other important contents.
These are urgent and important issues that need to be considered and decided by the Provincial People's Council, in order to ensure the legal basis for organizing the implementation of the Central and Provincial Party Committee's policies on restructuring the apparatus and direction and administration of the Provincial People's Committee to implement the socio-economic development tasks in 2025.
Immediately after the opening of the session, Standing Vice Chairman of the Provincial People's Council Doan Van Phi presented the Proposal on merging the Ethnic Minorities Committee and the Culture - Social Committee of the Provincial People's Council.

Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh presented the Proposal on the establishment of specialized agencies under the Provincial People's Committee. According to the content of the Proposal, the Provincial People's Committee will arrange and streamline the organizational apparatus of agencies under the Provincial People's Committee to ensure the goal of multi-sectoral and multi-field management, with a streamlined and reasonable organizational structure, effective and efficient operations. Comrade Nguyen Tuan Thanh also presented a supplementary assessment report on the implementation results of key socio-economic indicators and public investment disbursement in 2024. According to the report, there are 7 data indicators (including 6 economic indicators, 1 indicator assigned by the Provincial People's Council) that have changed compared to the content reported by the Provincial People's Committee at the People's Council meeting at the end of 2024, namely: Total budget revenue in the area; Growth rate of social development investment capital; Rate of communes, wards and towns meeting the national criteria on health; Rate of solid waste collected in urban areas and rate of public investment capital.
On behalf of the Chairman of the Provincial People's Committee, the leaders of the departments and branches also presented reports and submissions, including: Report on the contents of adjustments and supplements to the state budget estimate for 2024; Submission on adjustments and supplements to the medium-term public investment plan for the period 2021 - 2025; Submission on adjustments and supplements to the public investment plan for 2025; Submission on supplementing the list of land plots for bidding to select investors to implement investment projects using land in the province; Submission on the policy of changing the purpose of forest use to other purposes.
The leaders of the Economic - Budget and Legal Committees of the Provincial People's Council also presented reports on the examination of draft resolutions of the Provincial People's Council under the functions of the Committee.
At the meeting, the delegates of the Provincial People's Council also carried out the procedure for dismissal and election of additional positions of the Provincial People's Council. At the same time, they discussed and gave opinions on a number of contents related to reports, submissions, and draft resolutions submitted at the meeting.
Immediately afterwards, with high consensus, the delegates of the Provincial People's Council passed 15 important resolutions on the establishment of specialized agencies under the Provincial People's Committee and socio-economic development of the province in 2025 and the following years.
Notably, the Provincial People's Council passed a Resolution on the establishment of specialized agencies under the Provincial People's Committee. Accordingly, after the arrangement, the Provincial People's Committee has 14 specialized agencies. Specifically, 7 new agencies were established, including: Department of Finance, Department of Construction, Department of Agriculture and Environment, Department of Science and Technology, Department of Culture, Sports and Tourism, Department of Home Affairs, Department of Ethnic Minorities and Religions. 7 agencies that continue to operate are the Department of Justice, Department of Industry and Trade, Department of Education and Training, Department of Health, Department of Foreign Affairs, Provincial Inspectorate, and Office of the Provincial People's Committee. The Provincial People's Council also passed a Resolution merging the Ethnic Committee with the Cultural and Social Committee of the Provincial People's Council to be named the Cultural and Social Committee of the Provincial People's Council.

In his closing speech at the meeting, comrade Ho Quoc Dung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: the Resolutions passed at this meeting demonstrated the high consensus of the Provincial People's Council delegates in implementing the policies of the Central Committee and the Provincial Party Committee on streamlining the political system, operating effectively and efficiently, and timely tasks and solutions for socio-economic development of the province, creating an important legal basis for all levels and sectors to organize and implement local political tasks, contributing to promoting the socio-economic development of the province in 2025 and the following years.
According to the Chairman of the Provincial People's Council, along with the implementation of the organizational arrangement in the political system, Binh Dinh province is resolutely implementing the goals and tasks of socio-economic development in 2025 with the requirement that GRDP must increase by 8.5% or more. These are extremely heavy tasks, requiring the entire political system to have drastic and specific solutions to implement. Comrade Ho Quoc Dung requested that all levels, sectors, business communities and people in the province continue to promote the tradition of solidarity, sense of responsibility, dynamism, creativity, proactiveness with high determination, great efforts and more drastic actions in leadership, direction, management and implementation. All levels and sectors from the province to the grassroots need to closely follow the actual situation, promptly propose effective solutions to handle sudden and arising problems; Focus on maximizing potential and opportunities, overcoming "bottlenecks and bottlenecks" to promote comprehensive development and synchronize tasks; tighten administrative discipline and order; promote the responsibility of leaders, improve the effectiveness of coordination between levels, sectors, agencies, units and localities in resolving difficulties of people and businesses, ... strive to successfully implement and complete the goals and targets set by the Resolution of the 20th Provincial Party Congress and the 5-year Socio-Economic Development Plan for the period 2021 - 2025, creating a solid foundation to bring Binh Dinh and the whole country into a new era of sustainable and comprehensive development. Secretary of the Provincial Party Committee Ho Quoc Dung requested the Provincial People's Committee to focus highly on directing all levels and sectors to seriously implement the establishment of departments and sectors as approved by the Provincial People's Council Resolution (including the arrangement and reorganization of the internal organization of departments and sectors), to complete before February 20, 2025, to stabilize and come into operation from March 1, 2025, to ensure that assigned tasks are carried out smoothly, without interruption or delay, and to create a new momentum after the arrangement to better and more effectively carry out assigned tasks as directed by the Central Executive Committee.
The Standing Committee of the Provincial People's Council, the People's Council Committees, the Delegation Groups and the Provincial People's Council delegates continue to promote a sense of responsibility, actively supervise the organization and implementation of the People's Council's resolutions, so that the Provincial People's Council's Resolutions can truly come into life and be effective.
The Provincial Vietnam Fatherland Front Committee and provincial socio-political organizations strengthen propaganda and mobilize people to effectively implement the Party's guidelines, the State's laws and policies and the Provincial People's Council's Resolutions in all fields. Actively participate in patriotic emulation movements, contributing to the successful implementation of the province's socio-economic development goals; at the same time, effectively perform the Front's social supervision and criticism functions in participating in government building.
