Deploy natural disaster prevention and control and irrigation planning

 Implement the Planning for natural disaster prevention and control and irrigation for the period 2021 - 2030, with a vision to 2050.

 The purpose of the Plan is to effectively implement Decision No. 847/QD-TTg dated July 14, 2023 of the Prime Minister on approving the Planning for natural disaster prevention and control and irrigation for the period 2021 - 2030, with a range of  looking to 2050;  Develop a roadmap and organize implementation to ensure the goals, tasks and solutions of the planning.

 Identify tasks, solutions, and lists of priority projects to be implemented in each period from now to 2030; Determine methods, resources, and coordination mechanisms between ministries, branches and People's Committees of provinces and centrally run cities in implementation.

 Develop new investment plans, upgrade and renovate irrigation works, irrigation systems, and natural disaster prevention and control works.

 Policies and solutions for implementing planning

 Policies and solutions to implement the planning include: Attracting investment in infrastructure development; human resource development; science and technology development; ensure social security; environmental protection;  ensure financial resources; ensure national defense and security.

 In particular, the Plan proposes solutions to improve policy mechanisms and effectively deploy price policies for irrigation products and services;  Develop policy mechanisms to mobilize resources to respond to natural disasters from the natural disaster prevention and control fund to attract investment in developing irrigation infrastructure and natural disaster prevention and control according to planning.

 Training and attracting high-quality human resources to work in the field of irrigation and natural disaster prevention and control, especially in the management, exploitation and operation of irrigation works, dyke management, and response  in response to natural disaster situations; Consolidate and perfect grassroots irrigation organizations in accordance with the characteristics of the region and region. Strengthen cooperation and enlist the support of partners and international organizations in developing human resources for irrigation, natural disaster prevention and control...

 Strengthen the application of digital technology, digital management infrastructure, advanced, modern and smart science and technology in management and exploitation of irrigation infrastructure, natural disaster prevention and control;  monitor works, inspect, verify, evaluate, propose solutions and dam safety assessment tools, proactively respond to emergency situations for dams and reservoirs, minimize the impact of  incidents of dams and reservoirs downstream; Monitoring and supervising dike works, preventing and combating landslides of river banks, coastlines, water sources, water quantity, water quality in irrigation systems...

 Promote environmental protection in construction investment, management, operation and exploitation of works, irrigation systems, and natural disaster prevention and control works; Prioritize projects (reservoirs, dams...) that contribute to improving the ecological environment and creating landscapes;  Apply advanced irrigation solutions, save water in agriculture, reduce greenhouse gas emissions...
