 After a field inspection at Tam Quan Fishing Port, Deputy Minister of Agriculture and Rural Development Phung Duc Tien worked with the province on the implementation of the Tam Quan Regional Storm Shelter Construction Investment Sub-project (under the Project).  Sustainable fisheries development at the Ministry of Agriculture and Rural Development, World Bank loan).

 To date, the design consulting unit has completed the construction survey and prepared a feasibility study report for the infrastructure of this Subproject.  The project's technical research report documents are being assigned by the investor to the verification consulting unit to submit for appraisal. The consulting unit has researched and designed the project according to 02 options; Of which, the expected total investment of option 1 is 378.5 billion VND, the total investment of option 2 is 710.8 billion VND. The cost of compensation, support, and resettlement for 23 households on Hon Ro island is 77 billion VND (not including the cost of compensation and site clearance of the landfill with an area of ​​24.1 hectares). In addition, the consulting unit has completed an environmental impact assessment report and compensation policy framework, resettlement support and is eligible to send comments to the World Bank (WB) and localities in advance. when submitted to the Ministry of Agriculture and Rural Development for appraisal and approval.

 Regarding the fight against IUU exploitation, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh said that after the inspection by the EC Inspection Team in October 2023, Binh Dinh province continues to drastically implement tasks and solutions. Urgent and focused measures to combat IUU fishing.  Notably, the province has implemented strong measures to prevent fishing vessels from illegally exploiting seafood in foreign waters; Direct the organization to strictly handle cases of IUU fishing violations, especially fishing vessels that disconnect cruise monitoring equipment.

In the coming time, Binh Dinh province will continue to focus on drastically implementing urgent tasks and solutions, focusing on combating IUU fishing such as well-organizing fleet management; Concentrate resources to ensure the prevention and termination of local fishing vessels and fishermen violating illegal seafood exploitation in foreign waters; attach the responsibility of heads at all levels to the results of anti-IUU fishing; Seriously organize reviews of organizations and individuals if violations occur at units, localities...

 Binh Dinh Province proposes to the Ministry of Agriculture and Rural Development to direct the Department of Fisheries Supervision to strengthen patrols and control in sea areas, inspect and strictly handle fishing vessels operating in the wrong areas, wrong routes and  in waters bordering the sea.  countries in the region to promptly protect, prevent and handle Vietnamese fishing vessels violating other countries' waters. At the same time, soon issue a Circular amending Circular 23/2018/TT-BNNPTNT of the Ministry of Agriculture and Rural Development so that localities can resolve and completely handle unregistered fishing vessels in the province.

 Speaking at the conclusion of the meeting, Deputy Minister Phung Duc Tien noted that units of the Ministry of Agriculture and Rural Development need to coordinate closely with Binh Dinh province to carefully calculate implementation plans for the Subproject to build an anchorage area to shelter from storms. Tam Quan regional level, remove difficulties and obstacles, accelerate project implementation, meet the schedule assigned by the Ministry of Agriculture and Rural Development and the requirements of the WB.

 Deputy Minister Phung Duc Tien acknowledged and appreciated Binh Dinh province's efforts in combating IUU fishing in recent times; At the same time, it is recommended that the province continue to decisively and thoroughly implement urgent tasks and solutions, focusing on combating IUU exploitation, preparing documents and reports to serve working with the EC Inspection Team during the period  coming, contributing to joining the whole country in removing the EC's yellow card warning./.
