The plan aims to select and honor individuals who are Vietnamese with good moral qualities, exemplary in life; have outstanding talents or professional skills typical of the honored intangible cultural heritage; exemplary in practice; have made great contributions recognized for the cause of protecting and promoting the value of intangible cultural heritage in Binh Dinh province to submit to the Ministry-level specialized Council for consideration and awarding the titles of “People's Artisan”, “Excellent Artisan”.

 The subjects considered for the title of “People's Artisan” and “Excellent Artisan” are Vietnamese individuals who are holding, practicing, teaching and promoting the value of intangible cultural heritage in the following types: Language, writing; folk literature; folk performing arts; social customs and beliefs; traditional festivals; folk knowledge; traditional handicrafts. Individuals who are Vietnamese who are holding, practicing, teaching and promoting the value of cultural heritage in the field of handicrafts are not considered. The criteria for considering the title of “People's Artisan” include: Being loyal to the Fatherland; complying well with the Party's policies and the State's laws and policies. Having good moral qualities; being exemplary in life; being passionate and dedicated to the profession; being exemplary in practicing and protecting intangible cultural heritage; being recognized and admired by colleagues and the People. Having exceptionally outstanding talents or professional skills, representing the type of intangible cultural heritage being honored;  has made great contributions recognized for the cause of protecting and promoting the value of intangible cultural heritage held by the individual, demonstrated by understanding, holding knowledge, secrets, and practical skills about intangible cultural heritage; has spiritual or material products of historical, cultural, scientific, artistic, aesthetic, and technical value, contributing to protecting and enriching the values ​​of intangible cultural heritage, developing the culture, economy, and society of the country; has taught many individuals who have participated or are participating in protecting and promoting the value of intangible cultural heritage. Has worked continuously or cumulatively for 20 years or more related to protecting and promoting the value of intangible cultural heritage. Has been awarded the title of "Excellent Artisan" in the field of intangible cultural heritage. Criteria for awarding the title of "Excellent Artisan" include: Loyalty to the Fatherland;  Comply well with the Party's policies and the State's laws and policies. Have good moral qualities; be exemplary in life; be dedicated and devoted to the profession; be exemplary in practicing and protecting intangible cultural heritage; be recognized and admired by colleagues and the People. Have outstanding talents or professional skills, typical of the honored intangible cultural heritage type; have great contributions recognized for the cause of protecting and promoting the value of intangible cultural heritage held by the individual, demonstrated in understanding, holding knowledge, secrets, and practical skills about the intangible cultural heritage type; have spiritual or material products of historical, cultural, scientific, artistic, aesthetic, and technical value, contributing to protecting and enriching the values ​​of intangible cultural heritage, developing the culture, economy and society of the local community; be able to teach many individuals who have participated or are participating in protecting and promoting the value of intangible cultural heritage.  Have continuous or cumulative operation time of 15 years or more related to the protection and promotion of intangible cultural heritage values.

The deadline for receiving dossiers for consideration of awarding the title of "People's Artisan" or "Meritorious Artisan" is no later than January 2, 2025. Individuals who carry out or authorize in writing according to the provisions of law for other individuals or organizations to prepare dossiers for consideration of awarding the title of "People's Artisan" or "Meritorious Artisan", send directly or by post or online 01 set of dossiers to the dossier reception counter of the Department of Culture and Sports at the Public Administration Service Center of Binh Dinh province (No. 127 Hai Ba Trung, Quy Nhon city).
