The 4th Congress of the Association of Victims of Agent Orange/Dioxin in Binh Dinh Province, term 2024 - 2029

(binhdinh.gov.vn) - On the morning of July 29, the Association of Victims of Agent Orange/Dioxin in Binh Dinh Province held the 4th Congress of Delegates, term 2024 - 2029.

Attending the Congress on the side of the Central Association were: Colonel Pham Xuan Hung, Vice President of the Central Association of Victims of Agent Orange/Dioxin in Vietnam.

On the side of Binh Dinh Province were: Huynh Thuy Van - Vice Chairman of the Provincial People's Council; Lam Hai Giang - Vice Chairman of the Provincial People's Committee; representatives of leaders of departments, branches, sectors, and mass organizations of the province.

 According to the report at the Congress, in Term III (2018-2023), the activities of the Association for Victims of Agent Orange/Dioxin (AO/Dioxin) faced many difficulties due to the impact of the Covid-19 pandemic. However, with the attention, leadership and direction of the Central Association, the Provincial Party Committee, the Provincial People's Committee and the coordination of relevant levels, sectors and organizations, and especially the support and companionship of sponsors...; During the past term, continuing to implement Directive 43-CT/TW of the Central Party Secretariat, the Associations at all levels in the province inherited and promoted the results achieved in Term II, striving to overcome difficulties, achieving many results in various aspects of work such as: Mobilizing resources to build the Association's fund; supporting, caring for and helping victims of Agent Orange/Dioxin; propagating and implementing policies for people participating in the resistance war and their children exposed to toxic chemicals; continuing to build and strengthen the Association's organization;  and contribute to the fight for justice for Vietnamese victims of Agent Orange/dioxin; continue to promote the role of an organization representing the rights and interests of Agent Orange victims. The Provincial Association and all levels of the Association have paid attention to the propaganda and coordination of policy implementation for resistance fighters and their children infected with toxic chemicals. In 2023, Binh Dinh received livelihood support from the Central Agent Orange Fund for two families of Agent Orange victims in Phu Cat and Hoai Nhon districts, each with 5 million VND for production and animal husbandry.  Based on the mobilized funds of the Association during the past term, every year the Provincial Association coordinates with the Associations of districts, towns and cities to donate to benefactors to build houses, provide regular support, directly visit and give gifts to families of Agent Orange/dioxin victims, people suspected of being infected with Agent Orange, poor households, households in difficult circumstances, sick, weak, households affected by floods and especially during the traditional Tet holiday of the nation and the anniversary of the Vietnam Agent Orange disaster on August 10 every year...

Term III (2018-2023) continued to implement the Regulations on coordination with the Provincial Hospital of Traditional Medicine and Rehabilitation in nursing, detoxification steam bath, and rehabilitation treatment for victims of Agent Orange/dioxin in the province. However, due to the impact of the Covid-19 pandemic, the organization of bringing victims of Agent Orange/dioxin for treatment encountered many difficulties. As a result, in Term III, the Association organized to bring 261 victims from districts, towns, and cities to the Hospital for rehabilitation treatment. The Provincial Association coordinated with the Associations of districts, towns, and cities and sponsors, as well as local authorities to organize financial support to build 19 houses for victims of Agent Orange/dioxin, people suspected of being infected with Agent Orange with especially difficult housing circumstances, each house worth from 30 to 80 million VND, with a total support amount of: 808.1 million VND.

Speaking at the Congress, the Vice Chairman of Lam Hai Giang Provincial People's Committee acknowledged and commended the achievements that the Association had made in the past term.

The Vice Chairman of Lam Hai Giang Provincial People's Committee basically agreed with the goals, directions and tasks stated in the term summary report. At the same time, he requested the Executive Committee to seriously absorb the opinions of the delegates attending the Congress, especially the direction of the Central Association to continue to strengthen the organization and improve the effectiveness of the Association's activities in the new term.

 Vice Chairman of Lam Hai Giang Provincial People's Committee requested Party committees, authorities, unions and relevant departments, branches and sectors in the province to continue to coordinate to thoroughly grasp and seriously implement Directive No. 43-CT/TW dated May 14, 2015 of the Secretariat on strengthening the Party's leadership in dealing with the consequences of toxic chemicals used by the US during the war in Vietnam. Take specific and practical measures and actions to better care for policy beneficiaries, meritorious people and victims of Agent Orange. Implement policies for resistance fighters and their children infected with Agent Orange/dioxin, ensure that all regimes and policies of the Party and State must reach the right beneficiaries, support for AO victims to gradually rise up and integrate into the community, have a life equal to the average living standard in the locality, and prevent the victims' families from falling back into poverty, living in temporary or dilapidated houses.

In addition, continue to strongly, substantially and effectively innovate the Association's operating methods according to the motto "towards the grassroots, towards the victims", creating conditions for the Association at the grassroots level to improve the quality and effectiveness of its operations. Thoroughly grasp the requirement that all activities of the Association must originate from the aspirations, rights and legitimate interests of victims of Agent Orange. Continue to propagate and raise social awareness of the Agent Orange disaster on the environment and human health in Vietnam, while mobilizing all classes of people, organizations and individuals at home and abroad to continue to support and help victims of Agent Orange in terms of material and spiritual aspects. Promote the movement "Action for victims of Agent Orange", mobilize all resources in society to care for, nurture and help victims of Agent Orange;  persistently and determinedly fighting for justice for Vietnamese victims of Agent Orange/dioxin…

The Congress elected the Executive Committee of the Association of Victims of Agent Orange/dioxin of Binh Dinh province for the term 2024 - 2029, consisting of 21 comrades. Colonel Pham Cong Phat, former Deputy Commander of the Provincial Border Guard, was elected by the Congress as Chairman of the Association of Victims of Agent Orange/dioxin of Binh Dinh province for the term 2024 - 2029.

The Association of Victims of Agent Orange/dioxin of Vietnam presented livelihood support to 5 victims of Agent Orange with a total value of 50 million VND.

 At the Congress, the Vietnam Association of Victims of Agent Orange/Dioxin awarded livelihood support to 5 Agent Orange victims with a total value of 50 million VND; the Provincial Association awarded Certificates of Merit to many individuals and groups with many contributions to the work of the Association of Victims of Agent Orange.
