Delegation of the Ministry of Industry and Trade works with leaders of Binh Dinh province

(binhdinh.gov.vn) - On the afternoon of August 9, the delegation of the Ministry of Industry and Trade, led by comrade Nguyen Hong Dien - Member of the Party Central Committee, Minister of Industry and Trade, worked with the provincial leaders on the situation of industrial and commercial production and the implementation of national sectoral plans in the fields of energy and minerals in the province.

Attending the working session, on the side of Binh Dinh province were comrades: Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Tuan Thanh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Tu Cong Hoang - Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches.

Reporting at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang said that the gross local product (GRDP) in the first 6 months of 2024 increased by 7.6% over the same period (ranked 19th out of 63 provinces and cities nationwide, 4th out of 14 provinces in the North Central and Central Coast regions). The industrial production index in the first 7 months of 2024 increased by 9.8% over the same period, higher than the overall growth rate of the whole country. There are currently 7 industrial parks in operation in the province with a total area of over 2,850 hectares, attracting 328 investment projects;  There are 37 industrial clusters in operation with a total industrial land area of 922.7 hectares, attracting 380 registered investment projects, the occupancy rate of industrial clusters reaching 80%. The whole province has 169 industrial production projects under investment with a total capital of 77,767 billion VND. It is expected that in 2024, 64/169 projects will be in operation. In the first 7 months of 2024, the total retail sales of goods and service revenue is estimated at more than 69,200 billion VND, an increase of 15.6%, reaching 60.3% of the yearly plan; export turnover is estimated at 982.6 million USD, an increase of 14.9% over the same period. Implementing the national energy sector planning and implementing the Power Plan VIII, the Provincial People's Committee has assigned the Department of Industry and Trade to coordinate with relevant units to implement contents according to their functions and tasks such as including energy projects in the sector planning in the local land use planning and plans; arranging land funds for the development of energy projects; coordinating with investors to carry out compensation and site clearance according to regulations. The Department of Industry and Trade has advised the Provincial People's Committee to agree on the direction of the power line and the location of some transformer stations. The Department of Planning and Investment has advised the Provincial People's Committee to approve the investment policy and approve investors of energy projects in the planning. The province currently has 20 power plants in operation with a total capacity of 718.9MW. Of which, 11 hydropower plants with a total capacity of 187.9MW; 4 wind power plants with a total capacity of 107.4MW and 5 solar power plants with a total capacity of 529.5MWp;  At the same time, there are also rooftop solar power systems with a total capacity of about 223MWp. Regarding the implementation of the Planning for exploration, exploitation, processing and use of minerals in the period 2021 - 2030, by 2050, Binh Dinh province is planned to have 331.5 hectares of titanium mining area; total reserves of heavy minerals are 249 thousand tons, Ilmenite is 201.1 thousand tons; clusters of titanium ore processing factories with a capacity of 152,000 - 204,000 tons; 3 hot water and mineral water exploration points; 3 quartz mineral exploration areas with a total area of 85.8 hectares, reserves of 1 million tons...

At the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh proposed that the Ministry of Industry and Trade create favorable conditions to support the province in introducing and connecting economic groups to invest in large and key projects to create momentum for the province's development; support the province to participate in the pilot project to invest in concentrated industrial clusters following the model of industry clusters to produce important raw materials for the garment industry; establish a C/O office in the province; allocate additional capacity of power sources in the province; increase the capacity of power source projects in the province during the review and adjustment of the VIII Power Plan.

Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh also proposed that the Ministry of Industry and Trade direct the Vietnam Electricity Group to continue receiving and repaying capital for the rural low-voltage power grid; invest in the national power grid system in O2 village, Vinh Kim commune (Vinh Thanh).

Secretary of the Provincial Party Committee Ho Quoc Dung proposed a number of contents to the working delegation.

 Provincial Party Secretary Ho Quoc Dung proposed that the Minister of Industry and Trade continue to pay attention to and support the province in implementing the German group's PNE project; pay attention to supporting the province in building and developing the e-commerce sector to develop, promote, introduce and build brands for Binh Dinh's strong products such as chicken, ocean tuna, fish sauce, etc.

 Concluding the working session, Minister Nguyen Hong Dien emphasized that in order to develop commensurate with the potential and strengths of the locality, in the coming time, Binh Dinh province needs to do a better job of thoroughly grasping and effectively implementing the Party and State's policies and guidelines on socio-economic development in 2024 and the following years, especially a number of new policies that have come into effect such as the Land Law, Housing Law, Real Estate Business Law and related Decrees on land, land prices, compensation, support, and resettlement. Especially new policies in the energy sector such as the direct electricity purchase and sale mechanism, the mechanism for developing solar power, self-produced and self-consumed rooftop solar power. Minister Nguyen Hong Dien noted that Binh Dinh province needs to promptly adjust, amend, and supplement the provincial planning in accordance with the national planning, regional planning, and sectoral planning; at the same time, review and supplement the planning and land use plans in accordance with the provincial planning.  Binh Dinh province also needs to urgently implement the national sector planning in the energy and mineral sector.

Minister Nguyen Hong Dien said that Binh Dinh province has a high forest cover, which is very favorable for the formation and development of a carbon credit market so that local businesses have a basis for granting green certificates for production and export.

The Minister also suggested that the province promote the restructuring of the industrial sector towards modernity, large scale, green industry, sustainable development circulation to build Binh Dinh into one of the centers of high-tech processing and manufacturing industry, a center of science and innovation of the region and the whole country in accordance with the spirit of Resolution 26 of the Politburo on regional development. Promote the synchronous development of trade infrastructure including both traditional and modern trade.

In addition, Minister Nguyen Hong Dien also noted that Binh Dinh province focuses on implementing administrative reform, improving the investment environment, creating favorable conditions for businesses to come and invest in the province./.
