Survey on the situation of changing the use purpose of forests, forest land, and rice land in Hoai An, Phu My districts and Quy Nhon city

The working group of the National Assembly's Economic Committee surveyed the need to change the use purpose of forests, forest land, and rice land of the Hoai Nhon - Quy Nhon section project.

 At the survey section, from Km18+650-Km20+970 (An Tuong Dong commune, Hoai An district) to Km20+970-Km21+100 (My Trinh commune, Phu My district), Project Management Board (PMU) 85, the project investor, has reported the need to convert forests, forest land and rice land through actual measurements. According to Resolution No. 273/NQ-UBTVQH15 dated July 11, 2022 of the National Assembly Standing Committee on the Project's policy of changing the purpose of using forest land and rice cultivation land for two or more crops, the area of ​​natural forests converted  The purpose of use to implement the project of Hoai An is 12.73 hectares and Phu My is 0.76 hectares. However, the actual natural forest area according to the site clearance boundary increased by 12.7 hectares compared to Resolution No. 273; Of which, Hoai An increased by 11.4 hectares and Phu My increased by 1.3 hectares.

 In Quy Nhon city, the working group surveyed the resettlement area of ​​Bui Thi Xuan ward of the Quy Nhon - Chi Thanh section project. Project Management Board 85 said that for the component project of the Quy Nhon - Chi Thanh section, Resolution 273 approved the area to change forest use purpose of 196.28 hectares (the section passing through Binh Dinh province is 51.49 hectares), The area of ​​forest land conversion is 393.93 hectares (the section through Binh Dinh province is 235.52 hectares), the area of ​​land conversion for double-crop rice cultivation is 34.47 hectares (the section through Binh Dinh province is 24.32 hectares).  For this area, the procedures for changing the purpose of use have now been completed.

 Project Management Board 85 also said that the total additional main forest area of ​​the Quy Nhon - Chi Thanh section project, which is proposed to change forest use purposes, is 113.77 hectares. Of which, the total area proposed to add the section through Binh Dinh province is 30.28 hectares (3.4 hectares of protection forest and 26.88 hectares of production forest).

 Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang said that the Ministry of Agriculture and Rural Development has appraised the increased area of ​​the Hoai Nhon - Quy Nhon section project and has submitted a report to the Government and a draft Resolution of the Provincial People's Committee. The National Assembly Standing Committee adjusted Resolution No. 273 to seek opinions from ministries, branches and localities. The Provincial People's Committee has submitted a report to the Ministry of Agriculture and Rural Development requesting appraisal of the additional area for converting forest use purposes of the Quy Nhon - Chi Thanh section project.

 In order for the locality to have a legal basis to change the use purpose of the increased forest area, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang requested the National Assembly's Economic Committee to consider and agree to report to the National Assembly through the Resolution.  Decision on adjusting the Project's policy of changing the use purpose of forests, forest land and wet rice cultivation land for two or more crops.

 After listening to the report on the need to change the use purpose of forests, forest land, and rice land in Binh Dinh province, Deputy Chairman of the National Assembly's Economic Committee Nguyen Minh Son requested the province to properly implement the approved area.  approved in Resolution 273. For contents under the province's authority, localities continue to proactively and flexibly implement them, contributing to ensuring project implementation progress.

 Deputy Chairman of the National Assembly's Economic Committee Nguyen Minh Son emphasized that the results obtained from the survey will be an important basis for the working group to promptly advise the National Assembly Standing Committee for consideration and approval through the policy of adjusting to increase the area of ​​conversion of forest use purposes, forest land and rice land, in order to meet the requirements for implementing the construction of the North-South Expressway Construction Project in the East, period 2021 - 2025./.
