Implement Decree No. 13/2023/ND-CP of the Government regulating the protection of personal data

According to the above Official Dispatch, the Chairman of the Provincial People's Committee directs the provincial departments, agencies and branches, the central agencies located in the province, the non-business units of the province and the People's Committees of the districts, towns and cities. Disseminating and thoroughly grasping Decree No. 13/2023/ND-CP to cadres, civil servants, public employees and employees under their management; direct the implementation of tasks and solutions to ensure information safety and security in the process of collecting, exploiting, processing, providing and storing data as prescribed in Decree No. 13/2023/ ND-CP when performing assigned tasks.

 The Chairman of the Provincial People's Committee assigned the Provincial Police and the Department of Information and Communications, based on their assigned functions and tasks, to assume the prime responsibility for, and coordinate with relevant functional agencies in, advising and organizing the implementation of tasks. within the scope of responsibility of the Provincial People's Committee specified in Decree No. 13/2023/ND-CP.

 According to Decree No. 13/2023/ND-CP, personal data protection is the activity of preventing, detecting, stopping and handling violations related to personal data in accordance with the law. Personal data includes basic personal data and sensitive personal data. In which, basic personal data includes: Full name, middle name and birth name, other name (if any); date of birth; day, month, year dead or missing; sex; place of birth, place of birth registration, permanent residence, temporary residence, current residence, hometown, contact address; nationality; the image of the individual; phone number, identity card number, personal identification number, passport number, driver's license number, license plate number, personal tax identification number, social insurance number, health insurance card number; marital status; information about family relationships (parents, children); information about the individual's digital account; personal data reflecting activities, history of activities on cyberspace; other information that is tied to a particular person or helps identify a particular person.

Management information systems or work-processing software based on national databases and specialized databases related to citizens all contain basic personal data fields as outlined above. above. Therefore, agencies, units and localities need to organize thoroughly the strict implementation of the provisions of Decree No. 13/2023/ND-CP to ensure information safety and security, to avoid the situation of violations. violate the provisions of the law.
