National target program for building new rural areas for the period 2021 - 2025: Creating a new look, improving quality of life

 In difficult economic conditions, the province's motto in the process of building new rural areas is to promote internal resources from the community, ensuring the principle "people know, people discuss, people do, people benefit".  Therefore, through the preliminary review of 3 years of implementing the emulation movement, Binh Dinh province joined hands to build new rural areas for the period 2021 - 2023, receiving the participation of a large number of people. Among them, there are many effective production development models that have been replicated; The rural environment is improved in the direction of light - green - clean - beautiful; a clean, strong political system... A typical model is: The campaign "Building a 5-zero, 3-clean family"; Anti-plastic waste, flower routes, waste classification at source... launched by the Provincial Women's Union, has received the participation of many levels of women's unions in the province. Union ministries at all levels in the province have carried out 3,636 projects, the work of youth building new rural areas, including renewing, repairing, clearing rural roads, in-field canals, lighting rural roads, and protecting rural roads. environment... The Provincial Farmers' Association built 6 pilot models on classifying and treating household waste at households with 520 participating members...

 Phuoc Son (Tuy Phuoc district) is a typical commune of the province when it well promotes the active role of the people in the process of building new rural areas. Thanks to that, by mid-2023, the locality has completed construction of the enhanced NTM commune. To date, the entire commune has more than 16.5 km of asphalted and concreted communal roads.  The roads are maintained annually, ensuring they are bright - green - clean - beautiful and have necessary items (signs, direction signs, lighting, speed bumps, trees...) according to regulations. Nearly 25.8 km of village roads, inter-village roads and more than 60 km of alley roads are cement concrete, meeting travel and goods transportation requirements.

 Among these, there are many inter-village and inter-commune roads formed from the Party's will - the people's will, from the strength of solidarity and the people's voluntariness. For example, in hamlet 3, My Cang village, there is a household named Tran Van Hai, who voluntarily donated more than 100 m2 of "front" garden land to expand the inter-village road. Now, the inter-village road through hamlet 3 has been widened from 2 m to 6 m, with straight concrete road surface.

 In early November 2023, Canh Hien commune (Van Canh district) also received a certificate recognizing the commune meeting NTM standards in 2022. Mr. Luong Dinh Tien, Chairman of Van Canh district People's Committee, acknowledged: "The trust and consensus of People are the important resource that helps the locality complete 19/19 criteria, after 10 years of implementing the new rural development program."

 Mr. Nguyen Thanh Do, Chairman of Canh Hien Commune People's Committee, shared: "Up to now, the entire commune has nearly 1.7 km of inter-village roads that have planted flowers and cleaned the environment regularly. Remarkably, this work is mainly done voluntarily by local people, contributing to making the landscape of roads and residential areas more spacious and airy."

 Strive to complete goals

 Recently, the emulation movement of Binh Dinh province joining hands to build new rural areas, especially in the period 2021 - 2025, received the participation of a large number of people.  Typical communes: Nhon Ly, Nhon Hai (Quy Nhon city); Cat Hanh, Cat Minh, Cat Hung (Phu Cat district); My Duc, My Thang, My Chau (Phu My district);  An Tuong Tay, An Tin (Hoai An district); Phuoc Son, Phuoc Nghia, Phuoc Quang (Tuy Phuoc district); Hoai Hai, Hoai My (Hoai Nhon town)... Thanks to that, the localities have met the criteria and reached the finish line in building new NTMs as well as aiming to build enhanced NTMs and model NTMs.

 According to the plan, Binh Dinh strives that by 2025, 85% of communes will meet NTM standards (equivalent to 94/111 communes), of which, 37 communes will meet advanced NTM standards and 19 communes will meet model NTM standards; 7 district-level units meet NTM standards and 1 district meets advanced NTM district standards. To accomplish this goal, the guiding role of party committees and authorities at all levels, especially the drastic direction of the leader, is a key factor.

 Phuoc Quang (Tuy Phuoc district) was selected by the province as a pilot commune to build a model new rural area for the period 2021 - 2025. Mr. Doan Van Diep, Secretary of the Party Committee, Chairman of the People's Committee of Phuoc Quang commune, said: To realize the goal In this case, the commune must complete 3 mandatory criteria in the Model NTM Commune Criteria Set, including the smart village model. In addition to choosing An Hoa to implement smart villages, the locality chose model criteria for digital transformation (self-selected criteria in the set of criteria for communes to build model NTMs). This is a lot of pressure on the commune's government and people, but thanks to the consensus of the people, up to now the commune has basically completed the targets, striving to reach the finish line by the end of 2023.

 Mr. Ho Dac Chuong, Deputy Director of the Department of Agriculture and Rural Development - Chief of the Provincial New Rural Coordination Office, suggested: Departments and branches need to determine the content of building new rural areas, which must become a political task of localities and relevant agencies. mandarin.
