Attract, manage and effectively use foreign workers in the province

 The plan aims to seriously and effectively implement Plan No. 73-KH/TU dated September 11, 2023 of the Provincial Party Committee to implement Directive No. 09-CT/TW dated September 9, 2021 of the Secretariat on revenue Attract, manage and effectively use foreign workers in Binh Dinh province. In addition, raise awareness and responsibility of party committees, authorities, officials, party members, civil servants, public employees, workers and people, especially heads of agencies, organizations and businesses, about the position, role, and importance of attracting, managing, and effectively using foreign workers in the province, contributing to ensuring human resources for the province's socio-economic development. At the same time, create conditions for foreigners to exercise their rights and obligations according to the provisions of Vietnamese law, build a safe, stable and favorable investment and business environment for foreigners, attract high-quality foreign human resources.

 According to the plan, the Department of Planning and Investment presides and coordinates with the Department of Industry and Trade, relevant Departments and branches and People's Committees of districts, towns and cities to regularly strengthen the work of attracting, managing and using Effective use of foreign labor in the province.

 Relevant departments, divisions and branches; People's Committees of districts, towns and cities regularly increase information, propaganda, education and raise awareness about attracting, managing and using foreign workers.

 The Department of Planning and Investment presides and coordinates with the Department of Labor, War Invalids and Social Affairs, the Department of Industry and Trade, relevant sectors and People's Committees of districts, towns and cities to regularly review and complete regulations,  laws, mechanisms and policies on attracting and recruiting foreign workers.

 The Provincial People's Committee requires that the organization and implementation must ensure compliance with the Party's viewpoints and guidelines, relevant policies and laws; have a specific, practical implementation plan suitable to the actual situation of the unit and locality; Focus on propaganda, education, and widespread dissemination to officials, party members, and people of all walks of life.

Agencies, units and localities, based on the content of this Plan and the responsibilities of agencies, units and localities in Decision No. 54/2020/QD-UBND dated August 7, 2020 of the Provincial People's Committee, urgently Develop programs/plans and implement them according to regulations; Annually (before November 15) and irregularly (when required) report implementation results to the Department of Labor, War Invalids and Social Affairs to compile a general report. During the implementation process, if there are any difficulties or problems, promptly report them to the Department of Labor, War Invalids and Social Affairs for synthesis and advice to the Provincial People's Committee for consideration and appropriate adjustments.

 The Department of Finance coordinates with the Department of Labor, War Invalids and Social Affairs, the Department of Planning and Investment and relevant agencies and units to advise the Provincial People's Committee to arrange funds to implement this Plan. In addition, coordinate with the Department of Labor, War Invalids and Social Affairs to inspect and examine the management and use of funds by agencies and units in accordance with current state regulations.

 The Provincial People's Committee assigned the Department of Labor, War Invalids and Social Affairs to monitor, guide, urge and inspect relevant departments, branches and units, and People's Committees of districts, towns and cities to implement this plan./.
