Provincial People's Committee works with World Bank delegation

The Integrated Adaptive Development Project - Binh Dinh Province is decided by the Prime Minister for investment policy; the Provincial People's Committee is the project owner and the Provincial Agriculture and Rural Development Project Management Board is the investor.  The project is implemented in Tuy Phuoc district, Phu My district, Hoai Nhon town and Quy Nhon city, from 2022 to 2027, with a total investment of more than VND 2,659 billion, of which the WB capital is more than VND 1,579 billion and the local budget counterpart capital is more than VND 1,079 billion. This project consists of 2 component projects. The project to build a route from National Highway 19C connecting Quy Nhon Port, about 6.35 km long, helps connect traffic from National Highway 1A and National Highway 19C to Quy Nhon Port and Quy Nhon city center to share traffic volume through Hung Vuong Street which is overloaded and often flooded in the rainy season, causing traffic jams. The route from National Highway 19C connecting Quy Nhon Port will be the main traffic axis to develop urban areas along both sides of the road with much potential in Nhon Binh Ward and Nhon Phu Ward.  Meanwhile, the My Thanh - Lai Giang coastal road construction project, about 38.14km long, aims to complete the coastal road in Binh Dinh province and connect it with the national coastal road system; strengthen traffic connections, eliminate the traffic monopoly on National Highway 1A; ensure continuous traffic in natural disaster situations such as floods, landslides, rescue and relief; promote the development of the marine economy, connect the infrastructure of key coastal economic zones, industrial parks, residential areas, urban areas and coastal eco-tourism areas.

 At the working session, the WB delegation highly appreciated the preparation work for project implementation in Binh Dinh province in the past time. The delegation noted that Binh Dinh province needs to focus on solving issues such as: ensuring local counterpart funds for the project; continuing to coordinate and exchange information during the investment preparation process; updating and supplementing project reporting information, focusing on clarifying the project's effectiveness after the project is completed; implementing compensation for site clearance and resettlement in a direction that benefits the people;...

 Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang emphasized: The Integrated Adaptive Development Project - Binh Dinh Province is of particular importance in enhancing access to adaptive infrastructure services and enhancing the capacity for planning and managing adaptive development to natural disaster risks in Binh Dinh Province. Therefore, in the past time, Binh Dinh Province has actively prepared conditions with the spirit of "working without backtracking", determined to overcome difficulties to implement the project. Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang thanked the opinions of the working group; requested the Management Board of the Agriculture and Rural Development Project to closely follow the requirements of the working group to develop a specific implementation plan for the project's requirements. At the same time, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang hoped that the WB would agree on a number of important timelines so that Binh Dinh Province, together with Quang Nam Province, could coordinate with the Ministry of Finance and relevant ministries and branches to soon complete the procedures to negotiate and sign the funding agreement;  support Binh Dinh province to implement the project as quickly as possible and with the highest efficiency./.
