At the meeting, Mr. Nguyen Huy Dung - Head of the disaster recovery project in some central provinces highly valued the provincial efforts and determination for the project. As the overall coordinator of the project, Binh Dinh Province has flexibly advanced medium-term capital to implement many items in accordance with the requirements of the project.
The project includes three main components: enhancing institutional capacity, building prioritized infrastructure works and increasing the capacity to effectively cope with disaster issues in the future with a total budget of USD 118 million. In order to effectively implement the project, the WB delegation recommended Binh Dinh need to discuss with the 4 other provinces to implement the project in accordance with the common procedures. With regards to the bidding, the province should select qualified contractors and organize open bidding and select an appropriate supervising and consulting agency. The province would also re-check investment items and should not invest many small categories. With regards to the compensation and resettlement, it’s necessary to apply appropriate policies for affected households.
At the meeting, Chairman of Binh Dinh People's Committee Ho Quoc Dung thanked for the support and assistance of the Government, ministries, central agencies and the World Bank in implementing the project. The project has created advantages for localities to improve their capacity to cope with natural disasters, to rebuild the infrastructure damaged by floods and heavy rain, to serve people's livelihood and production, contributing to promoting the socio-economic development. The province committed to implementing the project well. The Chairman hoped in the coming time WB would continue to support the province to implement the next steps of the project to ensure the progress as well as the quality. Binh Dinh People’s Committee assigned departments, agencies and Agriculture and Rural Development Project Management Unit to review project lists, construct common procedures for project-based provinces with the aim of creating the most favorable conditions to effectively implement the project.
