 Speaking at the opening of the conference, Deputy Prime Minister Tran Luu Quang said that three national target programs include: National target program for socio-economic development in ethnic minority and mountainous areas; National Target Program Sustainable Poverty Reduction; The National Target Program on New Rural Development, which is hoped by the central government and localities, will bring great changes to the disadvantaged groups in society and contribute to the socio-economic development of the whole land. water. However, currently the programs are being implemented slowly, bringing about insignificant results. Deputy Prime Minister Tran Luu Quang emphasized: Basically, by the end of this term, by 2025, we must achieve the desired results, the goal is huge. However, halfway through the time, the results are generally insignificant, so it's really worrying, there may be an initial comment: because this is an integrated program of many programs. The content and requirements are to be integrated, so it is very difficult to deal with the provisions of the law correctly. If any locality is temporarily rich and implements these 3 programs with their own capital, the implementation is very fast. Reporting at the conference, Deputy Minister of Planning and Investment Tran Quoc Phuong said that in the period of 2021 - 2025, the Central Government assigned a total development investment capital of more than VND 39,019 billion to localities in the North Central Region and Central Coast. and Central Highlands to implement 3 national target programs. Up to now, localities have completed the allocation and assignment of the central budget capital plan for the period 2021-2025 on the basis of closely following the regulations and direction of the Central Government. Regarding the disbursement situation, by the end of June 30, 2023, the disbursed capital for 3 programs by localities in the region was more than VND 2,055 billion, reaching 21.6% of the capital plan assigned by the Prime Minister, low 6.53% higher than the national average.

 According to the assessment of the Ministry of Planning and Investment, localities in the region have been drastic in implementing the contents and activities of each component project and sub-project of the Program, basically completing a number of objectives in the period. However, in the process of implementing and implementing the national target programs, some difficulties and problems have arisen. Programs are approved and the proportion of reciprocal capital is regulated after the decision on the medium-term capital plan of the state budget for the period 2021 - 2025 of the locality. Therefore, it is very difficult to ensure the arrangement of counterpart funds to implement the programs according to the prescribed rate.  It is difficult to mobilize contributions of people in kind and labor days to implement the program in the districts and communes.

 Non-business capital is allocated each year and divided into detailed categories, making it difficult for localities to determine the goals of the period and to convert capital between the contents of the program to adapt to the actual conditions. Therefore, the quality and effectiveness of the consultation, monitoring, and synthesis of reports of the localities are still limited, making it difficult for the consulting, direction, and implementation of the programs. At the same time, there are no policies and remuneration regimes to encourage and motivate cadres, so the problem of advising on the implementation of programs is not high and lacks depth.

 In addition, the capacity to manage and organize the implementation of programs in localities is not uniform. Therefore, in some places, it is difficult to implement such contents as: assigning communes as investors, specific mechanisms in construction investment, supporting production development, and replicating poverty reduction models.

Speaking at the conference, Deputy Prime Minister Tran Luu Quang worried a lot about the implementation of 3 national target programs in localities.  , especially in regulations.

In order to effectively implement the three national target programs, the Deputy Prime Minister suggested that ministries, branches and localities be more responsible, active and drastic in the implementation. At the same time, when having problems, it is necessary to ask ministries, branches or learn from localities that do well in the implementation of the National Target Programs. Comrade Tran Luu Quang noted, "All documents exchanged between central ministries and localities will now be sent to the address of Deputy Prime Minister Tran Luu Quang.  I will be responsible for synthesizing and monitoring how the question and answer is between ministries, branches and localities. I add work but also want to share with units and localities.  If you try and take responsibility, then there is a way to remove everything that is difficult, but if there is no regulation to blame, it cannot be done."

Deputy Prime Minister Tran Luu Quang emphasized that ministries and branches need to better connect with localities, listen to opinions from localities to remove obstacles, thereby well implementing national target programs; at the same time, he also assigned the Government Office to monitor and urge the implementation of regulatory documents and participate in the revision of the circulars of the Ministries.

 Emphasizing that in very strict conditions of time, difficulty in implementation and in the mindset that many localities are not yet ready for the implementation of national target programs, Comrade Tran Luu Quang said that  The central government will continue to correct and guide as quickly as possible the problematic contents, mainly in the third quarter. Deputy Prime Minister Tran Luu Quang also requested that localities should decentralize work to districts, but allocating things must be considered so as not to lose cadres. At the same time, integrate national target programs with local resources where possible and in accordance with regulations.
