Binh Dinh reports to the Provincial Planning Appraisal Council for the period of 2021-2030, with a vision to 2050

 Opening the appraisal session, Minister of Planning and Investment Nguyen Chi Dung - Chairman of the Appraisal Council emphasized that the Binh Dinh Provincial Plan for the period 2021-2030, with a vision to 2050 has a long-term vision, thus the quality of the planning. is the most important factor. The planning must identify the potential advantages of the province in a complex, from which, the solutions in the plan must overcome the limitations in the past period, why Binh Dinh has many potential advantages but slows down. development, how to seize new opportunities to exploit potential advantages to promote development.

 Speaking at the meeting, comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, said that this master plan sets a goal that by 2030, Binh Dinh is a developed province in the leading group. head of the North Central and Central Coast regions, the center of processing industry, manufacturing, services, tourism and culture in the South of the region;  the country's major center for marine economic development; national and international tourist destination with a synchronous and modern infrastructure system.  The province's economy develops quickly, sustainably and green based on the pillars of industrial growth, tourism services, logistics and transportation, high-tech agriculture, and urbanization. Successfully realizing the goals of digital transformation and innovation, drastically improving the business investment environment, becoming an attractive investment destination for large domestic and foreign enterprises; Provincial competitiveness index belongs to the high group of the whole country. Having a synchronous and modern economic and social infrastructure, an urban system developed in the direction of a smart city, conveniently connected to the economic centers of the region, the country and the world. To focus on developing a modern Quy Nhon urban area in terms of space and architecture, exploiting the potential and special advantages of landscape and climate in the area along Thi Nai lagoon; planning to build a new administrative center of the province in Nhon Hoi EZ. Persevering in achieving the goal of sustainable poverty reduction, improving the people's material and spiritual life; protect ecosystems and natural landscapes; effective adaptation to climate change; preserve and promote well the cultural identity of the ethnic groups;  ensure QP-AN and social order and safety.

At the meeting, most of the Appraisal Council members and experts agreed and highly appreciated Binh Dinh's aspiration in the Provincial Plan for the 2021-2030 period, with a vision to 2050, with a spatial structure. Urban development follows the model: 02 regions - 03 development poles - 03 economic corridors. In the two economic regions, the Northern Zone consists of four administrative units: Hoai Nhon town, Hoai An district, Phu My district, An Lao district, which is identified as a development area for natural forest conservation and tourism development. ecology, production of auxiliary equipment for renewable energy projects, iron and steel processing, shipbuilding, specialized seaports, animal husbandry, aquaculture, and high-tech aquatic and seafood processing. The Southern subdivision includes 7 administrative units: Quy Nhon city, An Nhon town, Tuy Phuoc district, Van Canh district, Phu Cat district, Tay Son district, Vinh Thanh district; is the main driving force of the province, developing multi-sectors: high-tech industry, agriculture, tourism, trade, service, shipping, smart city.

 Among the three development poles, Quy Nhon city and its vicinity are identified as the main driving force, the nucleus of development in the southern part of the province; Hoai Nhon town is the gateway to the North and is the nucleus promoting the development of the North of the province; Tay Son district (Tay Son urban area is expected) is the westernmost tip and the nucleus promoting the western development of the province.

 In 3 economic corridors, North-South economic corridor: development along National Highway 1, connecting urban areas and industrial zones and industrial zones of Binh Dinh with industrial zones and industrial zones along the central coast, industrial development, urban areas and promote North-South trade. Marine economic corridor: along the coastal road (DT 639), connecting coastal economic spaces, developing urban tourism, marine services, supporting industries, shipbuilding, seaports, farming  high-tech application of seafood and renewable energy. East-West Economic Corridor: developing along the East-West traffic routes of National Highway 19, promoting economic trade with the Central Highlands provinces and countries in the Greater Mekong sub-region.

 Council members and experts also added many important ideas, helping Binh Dinh province to complete and improve the quality of Binh Dinh Provincial Plan for the period 2021-2030, with a vision to 2050. In addition, the Members of the Appraisal Council also suggested that the Central Government pay more attention to Binh Dinh, especially soon upgrading Phu Cat Airport into an international airport to develop tourism and attract investment...

 Mr. Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, on behalf of the Provincial People's Committee, received all appraisal opinions of the members of the Appraisal Council and experts. The province will be serious and ask for suggestions; direct the provincial planning agency to urgently coordinate with consulting units and relevant agencies to complete the provincial planning.

 At the end of the appraisal session, the Council members voted to approve the Binh Dinh Provincial Plan for the period of 2021-2030, with a vision to 2050, as a basis for submission to the Prime Minister for approval in the coming time.

Speaking at the conclusion of the meeting, Minister of Planning and Investment Nguyen Chi Dung - Chairman of the Appraisal Council, highly appreciated Binh Dinh's focused direction in the planning process; at the same time, noting the provincial planning agency to clarify the role, position and mission of Binh Dinh in the new period, associated with the regional and national economy; especially the promotion of the advantages of National Highway 19 associated with the Central Highlands. The Minister also suggested that the province consider some breakthroughs such as: developing Quy Nhon urban area into an urban complex of Artificial Intelligence - Seaport - International tourism;  Industrial Complex - Urban VSIP - Van Canh;  Industrial Complex - Seaport;  Center for international shrimp product chain… However, with only 7 years left to 2030, the province needs to choose a number of key and key contents to focus investment resources for development… In which, It is necessary to make the most of the existing advantages such as the sea, the airport, the National Highway 19 and the transportation system, which are creating new development space for the province.

 Minister of Planning and Investment Nguyen Chi Dung also suggested members of the Appraisal Council continue to help Binh Dinh complete the Provincial Plan for the period 2021-2030, with a vision to 2050, ensuring quality and progress according to the set plan.
