Focus on accelerating site clearance and construction of the project connecting National Highway 19 to Becamex Binh Dinh Industrial Park connecting to Quy Nhon Port

(binhdinh.gov.vn) - On the afternoon of September 16, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang inspected the implementation of compensation, site clearance (GPMB) and construction of the project to build a road connecting National Highway 19 to Becamex VSIP Binh Dinh Industrial Park connecting to Quy Nhon Port.

 Deployed from 2022-2025, the route connecting National Highway 19 to Becamex VSIP Binh Dinh Industrial Park connecting to Quy Nhon Port is 19.445km long, with a total investment of over VND 1,163 billion (of which: central budget capital is VND 800 billion, provincial budget capital is over VND 363 billion).

The main route of 8.0km passing through An Nhon town has 149 affected households. Up to now, An Nhon town People's Committee has paid 149 households/VND 26.07 billion and basically handed over 7.94km/8.0km to the construction unit; only 02 households and 01 organization are still stuck. At the inspection, 02 households agreed with the local compensation plan and said they would receive the money and hand over the site soon.  Meanwhile, the additional branch line connecting the project with the Southern Bypass Road of Phu Phong town, 2.2km long, has 38 households, 02 organizations whose land is affected and must be recovered, and 28 households whose land is not recovered but whose crops and graves are affected. The People's Committee of An Nhon town has paid 61 households/5.75 billion VND; basically handed over to the construction unit 1.63km/2.2km; there are still 6 households stuck. For the main route section passing through Van Canh district, nearly 5km long, the Provincial Traffic Project Management Board has completed compensation and site clearance for 34 households and 03 organizations. For the additional branch line connecting the project with the Southern Bypass Road of Phu Phong town passing through Tay Son district, 4.3km long, the Provincial People's Committee has approved 06 compensation and support plans with a value of 12.99 billion/82 households and 01 organization/132 land plots.  Up to now, the Provincial Traffic Project Management Board has paid 10.68 billion VND/61 households/85 plots of land and is continuing to mobilize payment of the remaining amount (2.3 billion VND/21 households/47 plots of land); basically handed over to the construction unit 2.83km/4.3km.

Up to now, the construction contractors have basically ensured the progress of the sections that have been handed over the land.

A construction unit is urgently implementing the project

After inspecting the actual situation, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang requested the People's Committee of An Nhon town and the Provincial Traffic Project Management Board to continue to focus on accelerating the site clearance and construction of the project of the road connecting National Highway 19 to Becamex Binh Dinh Industrial Park connecting to Quy Nhon port.

The Vice Chairman requested the People's Committee of An Nhon town to complete the dossier, establish, approve and implement the compensation plan for site clearance according to regulations, meeting the project progress requirements; continue to propagate and mobilize households and organizations to receive money and hand over the site early for construction implementation.

The Provincial Traffic Project Management Board directed the construction unit to concentrate human resources, equipment and organize construction reasonably to ensure the project progress; at the same time, coordinate with localities and related units to promptly resolve problems arising during the project implementation process, especially in compensation and site clearance to ensure the project progress.

 Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang assigned the Department of Finance and the Department of Natural Resources and Environment to appraise and advise the Provincial People's Committee to approve land prices (resettlement and market-based) to have a basis for calculating land use fees, develop a plan to allocate resettlement land to households and individuals affected by the project's site clearance and submit it to the Provincial People's Committee for approval of the 7th compensation and support plan./.
