The provincial leader worked with the World Bank delegation to inspect Quy Nhon Sustainable Environment Sub-project.

(binhdinh.gov.vn) - On the afternoon of June 4, 2019 Mr. Phan Cao Thang - Permanent Vice Chairman of Binh Dinh Provincial People’s Committee (PPC) had a meeting with the WB delegation, led by Mr. Le Duy Hung – Senior expert on infrastructure of coastal cities sustainable environment projects, on inspecting the implementation progress of Quy Nhon Sustainable Environment Sub-project.

At the meeting, the WB delegation exchanged the results of monitoring the project implementation progress: distributing and using funds, bidding and managing contracts, disbursing and managing finance, compensation and site clearance, environment, engineering and institutional arrangements. According to the assessment, the general progress of Quy Nhon City Sub-project is basically attained. If Binh Dinh continues to follow the current schedule, Quy Nhon City Sustainable Environment Sub-project can be completed by the end of the project, on December 30, 2022.

So far, the consultancy packages have been basically completed and the construction packages for the Y and Huynh Tan Phat bridges are being constructed. The problem is that there haven’t had disbursement plans for the World Bank and we must wait for the Central directions after this National Assembly meeting.

The delegation requested Binh Dinh Project Management Board to extend the validity of bidding documents for installation packages. Regarding the compensation and site clearance for the Y bridge construction, the Project Management Board should discuss and agree on financial responsibilities with relevant agencies; working closely with Quy Nhon City People's Committee and relevant agencies to ensure the relocation of public infrastructure affected by the bridge construction; maintaining information exchange with aquaculture households in Ha Thanh River, minimizing unwanted impacts on people's livelihoods; monitoring and reporting the scale of the workforce required for project activities as requested by the Work Bank; enhancing the capacity of the Public Service Management Board to ensure the effective supervision and management of service contracts.

Mr. Phan Cao Thang, Permanent Vice Chairman of the PPC expressed his thanks to the WB delegation and hoped the delegation would continue monitoring and commenting to assist the province promptly overcome the limitations during the project implementation. The Vice Chairman affirmed Binh Dinh would determine to direct the project implementation so that the project would be completed as scheduled. He also ensured the provincial contribution capital as committed.

Quy Nhon City Sustainable Environment Sub-project has a total capital of USD 55.31 million, in which the capital from the World Bank is USD 50 million and the provincial contribution capital is over USD 5 million. The objective of the project is to invest in improving sanitation conditions, improving people health in cities through the completion of technical infrastructure, creating urban landscapes; at the same time, supporting to strengthen project management and institutional reforms with the aim of raising the awareness of people’s environmental protection.
